AMENDMENT TO SENATE BILL 1714

2    AMENDMENT NO. ______. Amend Senate Bill 1714 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Fire Protection Training Act is
5amended by changing Section 8 as follows:
 
6    (50 ILCS 740/8)  (from Ch. 85, par. 538)
7    Sec. 8. Rules and minimum standards for schools. The
8Office shall adopt rules and minimum standards for such
9schools which shall include, but not be limited to, the
10following:
11        a. Minimum courses of study, resources, facilities,
12    apparatus, equipment, reference material, established
13    records and procedures as determined by the Office.
14        b. Minimum requirements for instructors.
15        c. Minimum basic training requirements, which a
16    trainee must satisfactorily complete before being eligible

1    for permanent employment as a firefighter in the fire
2    department of a participating local governmental agency.
3    Those requirements shall include training in first aid
4    (including cardiopulmonary resuscitation), training in the
5    administration of opioid antagonists as defined in
6    paragraph (1) of subsection (e) of Section 5-23 of the
7    Substance Use Disorder Act, and training in the history of
8    the fire service labor movement using curriculum and
9    instructors provided by a statewide organization
10    representing professional union firefighters in Illinois.
11        d. Training in effective recognition of and responses
12    to stress, trauma, and post-traumatic stress experienced
13    by firefighters that is consistent with Section 25 of the
14    Illinois Mental Health First Aid Training Act in a peer
15    setting.
