2 | | AMENDMENT NO. ______. Amend Senate Bill 1928 by replacing |
3 | | everything after the enacting clause with the following:

4 | | "Section 5. The Southern Illinois University Management |
5 | | Act is amended by changing Sections 2 and 6.6 as follows:
|
6 | | (110 ILCS 520/2) (from Ch. 144, par. 652)
|
7 | | Sec. 2.
The Board shall consist of 7 members appointed by |
8 | | the Governor, by
and with the advice and consent of the Senate, |
9 | | the Superintendent of Public
Instruction, or his chief |
10 | | assistant for liaison with higher education when
designated to |
11 | | serve in his place, ex-officio, and 2 voting student members, |
12 | | one from each campus of the University. Each student
member |
13 | | shall be chosen by the respective campuses of Southern |
14 | | Illinois
University at Carbondale and Edwardsville. The method |
15 | | of choosing these
student members shall be by campus-wide |
16 | | student election. The student members shall serve terms of one

1 | | year beginning on July 1 of each year, except that the student |
2 | | members
initially selected shall serve a term beginning on the |
3 | | date of such selection
and expiring on the next succeeding |
4 | | June 30. To be eligible for selection as
a student member and |
5 | | to be eligible to remain as a student
member of the Board, a |
6 | | student member must be a resident of this State, must
have and |
7 | | maintain a grade point average that is equivalent to at least |
8 | | 2.5
on a 4.0 scale, and must be a full-time student enrolled at |
9 | | all times during
his or her term of office except for that part |
10 | | of the term which follows
the completion of the last full |
11 | | regular semester of an academic year and
precedes the first |
12 | | full regular semester of the succeeding academic year at
the |
13 | | university (sometimes commonly referred to as the summer |
14 | | session or summer
school). If a student member serving on the |
15 | | Board fails
to continue to meet or maintain the residency, |
16 | | minimum grade point average, or
enrollment requirement |
17 | | established by this Section, his or her membership on
the |
18 | | Board shall be deemed to have terminated by operation of law. |
19 | | No more than
4 of the members appointed by the Governor shall |
20 | | be affiliated with the same
political party. Each member |
21 | | appointed by the Governor must be a resident of
this State. A |
22 | | failure to meet or maintain this residency requirement
|
23 | | constitutes a resignation from and creates a vacancy in the |
24 | | Board. Upon the
expiration of the terms of members appointed |
25 | | by the Governor, their respective
successors shall be |
26 | | appointed for terms of 6 years from the third Monday in
January |

1 | | of each odd-numbered year and until their respective |
2 | | successors are
appointed for like terms. If the Senate is not |
3 | | in session appointments shall
be made as in the case of |

7 | | Sec. 6.6. The Illinois Ethanol Research Advisory Board.
|
8 | | (a) There is established the Illinois Ethanol
Research |
9 | | Advisory Board (the "Advisory Board").
|
10 | | (b) The Advisory Board shall be composed of 14 13 members |
11 | | including: the
President of
Southern Illinois University who |
12 | | shall be Chairman;
the Director of Commerce and Economic |
13 | | Opportunity;
the Director of Agriculture; the President of the
|
14 | | Illinois Corn Growers Association; the President of the |
15 | | National Corn Growers
Association; the President of the |
16 | | Renewable Fuels Association; the Dean of the
College of |
17 | | Agricultural, Consumer, and Environmental Science,
University |
18 | | of Illinois at
Champaign-Urbana; the Dean of the College of |
19 | | Agricultural, Life, and Physical Sciences, Southern Illinois |
20 | | University at Carbondale,
and 6 at-large members appointed by |
21 | | the Governor representing the ethanol
industry, growers, |
22 | | suppliers, and universities.

23 | | (c) The 6 at-large members shall serve a term of 4 years. |
24 | | The Advisory
Board shall
meet at least annually or at the call |
25 | | of the Chairman. At any time a majority
of the Advisory Board |

1 | | may petition the Chairman for a meeting of the Board.
Seven
|
2 | | members of the Advisory Board shall constitute a quorum.
|
3 | | (d) The Advisory Board shall:
|
4 | | (1) Review the annual operating plans and budget of |
5 | | the National
Corn-to-Ethanol
Research Pilot Plant.
|
6 | | (2) Advise on research and development priorities and |
7 | | projects to be
carried out at the Corn-to-Ethanol Research |
8 | | Pilot Plant.
|
9 | | (3) Advise on policies and procedures regarding the |
10 | | management and
operation of the ethanol research pilot |
11 | | plant. This may include contracts,
project selection, and |
12 | | personnel issues.
|
13 | | (4) Develop bylaws.
|
14 | | (5) Submit a final report to the Governor and General |
15 | | Assembly outlining
the progress and accomplishments made |
16 | | during the year along with a financial
report for the |
17 | | year.
|
18 | | (6) Establish and operate, subject to specific |
19 | | appropriation for the purpose of providing facility |
20 | | operating funds, the National Corn-to-Ethanol Research |
21 | | Center at Southern Illinois University at Edwardsville as |
22 | | a State Biorefining Center of Excellence with the |
23 | | following purposes and goals: |
24 | | (A) To utilize interdisciplinary, |
25 | | interinstitutional, and industrial collaborations to |
26 | | conduct research. |

1 | | (B) To provide training and services to the |
2 | | ethanol fuel industry to make projects and training to |
3 | | advance the biofuels industry in the State more |
4 | | affordable for the institutional and industrial |
5 | | bodies, including, but not limited to, Illinois |
6 | | farmer-owned ethanol cooperatives. |
7 | | (C) To coordinate near-term industry research |
8 | | needs and laboratory services by identifying needs and |
9 | | pursuing federal and other funding sources. |
10 | | (D) To develop and provide hands-on training to |
11 | | prepare students for the biofuels workforce and train |
12 | | workforce reentrants. |
13 | | (E) To serve as an independent, third-party source |
14 | | for review, testing, validation standardization, and |
15 | | definition in areas of industry need. |
16 | | (F) To provide seminars, tours, and informational |
17 | | sessions advocating renewable energy. |
18 | | (G) To provide consultation services and |
19 | | information for those interested in renewable energy. |
20 | | (H) To develop demonstration projects by pursuing |
21 | | federal and other funding sources.

22 | | (e) The Advisory Board established by this Section is a |
23 | | continuation, as
changed by
the Section, of the Board |
24 | | established under Section 8a of the Energy
Conservation and |
25 | | Coal Act and repealed by this amendatory Act of the 92nd
|
26 | | General Assembly.
