1 | | funding resources to such providers to expand access to and |
2 | | availability of quality and effective opioid use disorder |
3 | | treatment; and (iii) to maximize the opportunity to draw |
4 | | federal matching funds for purposes related to alleviation of |
5 | | the opioid crisis. |
6 | | (d) In addition to the moneys allocated under subsection |
7 | | (c), subject to appropriation, at least $100,000 shall, on an |
8 | | annual basis, be granted to the Illinois Alcohol and Other |
9 | | Drug Abuse Professional Certification Association
to cover the |
10 | | fees associated with the application and testing of human |
11 | | services professionals in the State of Illinois who provide |
12 | | substance use disorder services and mental health services. |
13 | | (e) For the purposes of this Section: |
14 | | "Opioid-related settlement" means any and all current or |
15 | | future settlements reached by the State of Illinois, |
16 | | independently or as part of a global or multi-state |
17 | | settlement, with opioid manufacturers, distributors, |
18 | | retailers, and any associated business entities. |
19 | | "Safety net substance use treatment providers" means |
20 | | licensed and nationally accredited substance use treatment |
21 | | providers that are open 24 hours per day, are required to admit |
22 | | patients 24 hours per day, are providing medication-assisted |
23 | | treatment to individuals with opioid use disorder, and are |
24 | | serving a higher proportion of Medicaid beneficiaries and |
25 | | individuals who are uninsured.

26 | | Section 99. Effective date. This Act takes effect upon |
