1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 3. The High-Speed Railway Commission Act is
5amended by changing Section 5 as follows:
 
6    (20 ILCS 4102/5)
7    (Section scheduled to be repealed on January 1, 2027)
8    Sec. 5. Commission created; membership.
9    (a) There is created the High-Speed Railway Commission to
10carry out the duties set forth in Section 10.
11    (b) The Commission shall be composed of the following
12members:
13        (1) The Governor or his or her designee.
14        (2) The President of the Senate or his or her
15    designee.
16        (3) The Minority Leader of the Senate or his or her
17    designee.
18        (4) The Speaker of the House or his or her designee.
19        (5) The Minority Leader of the House or his or her
20    designee.
21        (6) The Secretary of Transportation or his or her
22    designee.
23        (7) The Chairperson of the Illinois State Toll Highway

1    Authority or his or her designee.
2        (8) The Chairperson of the Illinois Commerce
3    Commission or his or her designee.
4        (9) The Chairperson of the Board of Directors of Metra
5    or his or her designee.
6        (10) The Mayor of the City of Chicago or his or her
7    designee.
8        (11) A representative of a labor organization
9    representing rail workers, appointed by the Governor.
10        (12) A representative of a trade organization related
11    to the rail industry, appointed by the Governor.
12        (13) A representative of the Metropolitan Mayors and
13    Managers Association, appointed by the Governor.
14        (14) A representative from the Illinois Railroad
15    Association, appointed by the Governor.
16        (15) A representative from the University of Illinois
17    System, appointed by the Governor.
18        (16) A representative from the Chicago Metropolitan
19    Agency for Planning, appointed by the Governor.
20        (17) A representative of the Illinois Municipal
21    League, appointed by the Governor.
22        (18) A representative of the Champaign-Urbana Mass
23    Transit District, appointed by the Governor.
24        (19) A representative of the Region 1 Planning
25    Council, appointed by the Governor.
26        (20) A representative of the McLean County Regional

1    Planning Commission, appointed by the Governor.
2        (21) A representative of the East-West Gateway Council
3    of Governments, appointed by the Governor.
4    (c) The Chairperson of the Commission shall be elected
5from the Commission's membership by a simple majority vote of
6the total membership of the Commission. The Vice-Chairperson
7of the Commission shall be elected from the Commission's
8membership by a simple majority vote of the total membership
9of the Commission.
10    (d) The Governor, President of the Senate, Minority Leader
11of the Senate, Speaker of the House of Representatives, and
12Minority Leader of the House of Representatives shall make
13their initial appointments to the Commission by January 1,
142023 2022.
15    (e) Vacancies in Commission membership shall be filled in
16the same manner as initial appointments.
17    (f) Total membership of the Commission consists of the
18number of members serving on the Commission, not including any
19vacant positions. A quorum consists of a simple majority of
20total membership and shall be sufficient to conduct the
21business of the Commission, unless stipulated otherwise in the
22bylaws of the Commission.
23    (g) The Commission shall meet at least quarterly.

25    Section 5. The Local Journalism Task Force Act is amended

1by changing Section 10 as follows:

3    (Section scheduled to be repealed on January 1, 2024)
4    Sec. 10. Membership.
5    (a) The Task Force shall include the following members:
6one member of the House of Representatives appointed by the
7Speaker of the House of Representatives; one member of the
8House of Representatives appointed by the Minority Leader of
9the House of Representatives; one member of the Senate
10appointed by the President of the Senate; one member of the
11Senate appointed by the Minority Leader of the Senate; and one
12member appointed by the Governor.
13    (b) The Task Force shall also include the following
14members appointed by the Governor: one representative of the
15Chicago News Guild; one representative of the Chicago Chapter
16of the National Association of Broadcast Employees and
17Technicians-Communication Workers of America; one
18representative of the Medill School of Journalism, Media,
19Integrated Marketing Communications at Northwestern
20University; one representative of the Public Affairs Reporting
21Program at the University of Illinois at Springfield; one
22representative of the School of Journalism at Southern
23Illinois University Carbondale; one representative of the
24Illinois Press Association; one representative of the Illinois
25Broadcasters Association; one representative of the Illinois

1Legislative Correspondents Association; one representative of
2the Illinois Public Broadcasting Council; one representative
3of the Illinois News Broadcasters Association; one
4representative of the University of Illinois at
5Urbana-Champaign; one representative of the Chicago
6Independent Media Alliance; one representative of the National
7Association of Black Journalists; one representative of the
8Association of LGBTQ Journalists; one representative of the
9National Association of Hispanic Journalists; one
10representative of the Asian American Journalists Association;
11one representative of the Native American Journalists
12Association; and one representative of the Illinois Municipal
13League.
14    (c) Appointments shall be made no later than 30 days
15following the effective date of this Act. Any additional
16membership appointments made pursuant to the changes made by
17this amendatory Act of the 102nd General Assembly shall be
18made no later than 30 days following the effective date of this
19amendatory Act of the 102nd General Assembly.

21    Section 99. Effective date. This Act takes effect upon
22becoming law.
