5Program guidance. The Illinois Environmental Protection Agency
6shall update the Illinois Water Quality Management Program by
7June 30, 2024 and the Illinois Nonpoint Source Management
8Program by June 30, 2023.
9    Updates to the Illinois Water Quality Management Program
10and the Illinois Nonpoint Source Management Program shall
11consider incorporating the following, without limitation: (1)
12the findings of the NLRS; (2) an evaluation of adaptive
13management opportunities in response to risk to the State's
14water resources presented by climate change; and (3)
15strategies to improve access to funding and technical
16assistance programs by socially disadvantaged communities.
17    Updates to the Illinois Water Quality Management Program
18shall also include discussion of potential opportunities to
19develop a sponsorship lending program to promote collaboration
20within priority watersheds and to promote coordination between
21traditional gray and green infrastructure improvements such as
22land acquisition and ecosystem restoration, especially in
23regard to directing resources to socially disadvantaged
24communities and environmental justice areas."; and
