| 4 | | on page 6, by replacing lines 3 through 7 with the following: |

| 7 | | below the U.S. Department of Agriculture's Income |
| 8 | | Eligibility Guidelines. The board may adopt regulations |
| 9 | | waiving the nonresident fee for persons under the age of |
| 10 | | 18;".
