    Amends the Public University Uniform Admission Pilot Program Act. Beginning with the 2023-2024 academic year, requires the University of Illinois, Illinois State University, Governors State University, Northeastern Illinois University, and Chicago State University to create a 4-year uniform admission system pilot program under the Act to admit first-time freshman students for each semester of the pilot program. Makes related changes. Amends the Public Community College Act. Requires a community college district to notify each student enrolled at a high school located within the community college district who is within 2 months of receiving a high school diploma or its equivalent that the student qualifies for admission to the community college upon the student receiving the high school diploma or its equivalent.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Public University Uniform Admission Pilot
5Program Act is amended by changing Sections 5, 10, and 95 as
6follows:
 
7    (110 ILCS 118/5)
8    (Section scheduled to be repealed on July 1, 2027)
9    Sec. 5. Definition. In this Act, "institution" means,
10except for Illinois State University, Governors State
11University, Northeastern Illinois University, and Chicago
12State University, a public university in this State.

16    Sec. 10. Uniform admission system pilot program.
17    (a) Beginning with the 2020-2021 academic year, each
18institution, except for the University of Illinois, Illinois
19State University, Governors State University, Northeastern
20Illinois University, and Chicago State University, shall
21create a 4-year uniform admission system pilot program under
22this Act to admit first-time freshman students for each

1semester of the pilot program.
2    (b) Beginning with the 2022-2023 academic year, the
3University of Illinois shall create a 4-year uniform admission
4system pilot program under this Act to admit community college
5transfer students for each semester of the pilot program.
6    The University of Illinois provides multiple pathways to
7transfer and shall guarantee admission to all applicants who:
8        (1) have enrolled only at an Illinois community
9    college after graduating from an Illinois high school;
10        (2) have earned a minimum of 36 graded, transferable
11    semester hours at the time of application to the
12    University. Students are encouraged to consult the
13    Illinois Articulation Initiative general education core
14    curriculum course list and other resources at the State
15    and University level to determine course transferability;
16        (3) have attained a minimum grade point average of 3.0
17    in all transferable coursework completed at the time of
18    application to the University; and
19        (4) have satisfied the University's English language
20    proficiency requirement.
21    (c) Beginning with the 2023-2024 academic year, the
22University of Illinois, Illinois State University, Governors
23State University, Northeastern Illinois University, and
24Chicago State University shall create a 4-year uniform
25admission system pilot program under this Act to admit
26first-time freshman students for each semester of the pilot

7    Section 10. The Public Community College Act is amended by
8adding Section 3-29.20 as follows:
 
9    (110 ILCS 805/3-29.20 new)
10    Sec. 3-29.20. Notification of eligibility for admission. A
11community college district shall notify each student enrolled
12at a high school located within the community college district
13who is within 2 months of receiving a high school diploma or
14its equivalent that the student qualifies for admission to the
15community college upon the student receiving the high school
16diploma or its equivalent.
