2 | | (b) Each committee's membership shall include the elected |
3 | | or appointed members of the governing board of the |
4 | | governmental unit; at least 2 residents of the governmental |
5 | | unit, who are appointed by the chair of the board of the |
6 | | governmental unit, with the advice and consent of the board; |
7 | | and any chief executive officer or other officer of the |
8 | | governmental unit. The committee shall be chaired by the |
9 | | president or chief elected or appointed official of the |
10 | | governing board of the governmental unit, or his or her |
11 | | designee. The chairperson may appoint additional members to |
12 | | the committee as he or she deems appropriate. |
13 | | Committee members shall serve without compensation but may |
14 | | be reimbursed by the governmental unit for their expenses |
15 | | incurred in performing their duties. |
16 | | (c) A committee may employ or use the services of |
17 | | specialists in public administration and governmental |
18 | | management and any other trained consultants, analysts, |
19 | | investigators, and assistants it considers appropriate, and it |
20 | | may seek assistance from community colleges and universities |
21 | | as necessary to prepare the report required under Section 25. |
22 | | (d) If a vacancy occurs in the committee membership, the |
23 | | vacancy shall be filled in the same manner as the appointments |
24 | | under subsection (b). |
25 | | (e) Each governmental unit shall provide administrative |
26 | | and other support to its committee. |

1 | | Section 15. Duties of a committee. The duties of a |
2 | | committee include, but are not limited to, the study of the |
3 | | governmental unit's governing statutes, ordinances, rules, |
4 | | procedures, powers, jurisdiction, shared services, |
5 | | intergovernmental agreements, and interrelationships with |
6 | | other governmental units and the State. The committee shall |
7 | | also collect data, research, and analysis as necessary to |
8 | | prepare the report described in Section 25. |
9 | | Section 20. Meetings. Each committee shall meet at least 3 |
10 | | times. The committee may meet during a regularly scheduled |
11 | | meeting of the governmental unit as long as: (1) separate |
12 | | notice is given in conformance with the Open Meetings Act; (2) |
13 | | the committee meeting is listed as part of the board of the |
14 | | governmental unit's agenda; and (3) at least a majority of the |
15 | | members of the committee are present at the committee's |
16 | | meeting. Each meeting of the committee shall be public, and |
17 | | the committee shall provide an opportunity for any person to |
18 | | be heard at the public hearings for at least 3 minutes. The |
19 | | committee may require speakers to register. The committee |
20 | | shall meet in accordance with the Open Meetings Act, and the |
21 | | committee shall be a public body to which the Freedom of |
22 | | Information Act applies. |
23 | | At the conclusion of each meeting, the committee shall |
24 | | conduct a survey of residents who attended asking for input on |

1 | | the matters discussed at the meeting. |
2 | | Section 25. Report. Each committee shall summarize its |
3 | | work and findings within a written report, which shall include |
4 | | recommendations in respect to increased accountability and |
5 | | efficiency, and shall provide the report to the county board |
6 | | in which the governmental unit is located no later than 18 |
7 | | months after the formation of the committee. The report shall |
8 | | be made available to the public. |
9 | | Section 30. Dissolution of the committee. After a |
10 | | committee has made the report required under Section 25 |
11 | | available to the public, the committee is dissolved until it |
12 | | is reestablished with newly appointed members under Section |
13 | | 10. |
14 | | Section 85. The School Code is amended by changing Section |
15 | | 17-1.1 as follows: |
16 | | (105 ILCS 5/17-1.1) |
17 | | Sec. 17-1.1. Shared service reporting and fiscal |
18 | | efficiency. |
19 | | (a) Annually, each school district shall complete a report |
20 | | developed by the State Board of Education, to accompany the |
21 | | annual financial report and to be published on the State Board |
22 | | of Education's Internet website, that summarizes district |

1 | | attempts to improve fiscal efficiency through shared services |
2 | | or outsourcing in the prior fiscal year. The report must be |
3 | | primarily in checklist form and approximately one page in |
4 | | length. It shall include, but shall not be limited to, the |
5 | | incidence of the following shared service options: insurance; |
6 | | employee benefits; transportation; personnel recruitment; |
7 | | shared personnel; technology services; energy purchasing; |
8 | | supply and equipment purchasing; food services; legal |
9 | | services; investment pools; special education cooperatives, |
10 | | vocational cooperatives, and other shared educational |
11 | | programs; curriculum planning; professional development; |
12 | | custodial services; maintenance services; grounds maintenance |
13 | | services; food services; grant writing; and science, |
14 | | technology, engineering, and mathematics (STEM) program |
15 | | offerings. The report shall also include a list of potential |
16 | | shared services or outsourcing the district may consider or |
17 | | investigate for the next fiscal year and any anticipated |
18 | | barriers to implementation. This report must be approved by |
19 | | the school board at an open meeting that allows for public |
20 | | comment, and it shall be published on the Internet website of |
21 | | the school district, if any. |
22 | | (b) Based on data supplied by school districts through the |
23 | | annual financial report, regional superintendents of schools |
24 | | shall publish annually a regional report summarizing district |
25 | | attempts to improve fiscal efficiency through shared services |
26 | | or outsourcing within the educational service region. This |

1 | | report shall include a list of all joint purchasing |
2 | | initiatives, joint agreements between districts, attempts to |
3 | | reduce or eliminate duplication of services and duplicative |
4 | | expenditures, and identification of any overlapping regional |
5 | | service delivery systems. |
6 | | (c) For school districts required to develop and submit to |
7 | | the State Board of Education a deficit reduction plan under |
8 | | Section 17-1 of this Code, the regional superintendent of |
9 | | schools and the school district shall jointly prepare a shared |
10 | | services and outsourcing plan that considers actions that may |
11 | | improve the district's fiscal efficiency and how future |
12 | | savings associated with shared services or outsourcing are to |
13 | | be utilized.

15 | | Section 90. The State Mandates Act is amended by adding |
16 | | Section 8.46 as follows: |
17 | | (30 ILCS 805/8.46 new) |
18 | | Sec. 8.46. Exempt mandate. Notwithstanding Sections 6 and |
19 | | 8 of this Act, no reimbursement by the State is required for |
20 | | the implementation of any mandate created by the Decennial |
21 | | Committees on Local Government Efficiency Act. |
22 | | Section 99. Effective date. This Act takes effect upon |
23 | | becoming law.".
