1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Regional Transportation Authority Act is
5amended by adding Section 5.10 as follows:
 
6    (70 ILCS 3615/5.10 new)
7    Sec. 5.10. Report of legislative recommendations.
8    (a) By January 1, 2024, the Chicago Metropolitan Agency
9for Planning and its MPO Policy Committee, in coordination
10with the Authority, shall develop and submit a report of
11legislative recommendations to the Governor and General
12Assembly regarding changes to the recovery ratio, sales tax
13formula and distributions, governance structures, regional
14fare systems, and any other changes to State statute,
15Authority, or Service Board enabling legislation, policy,
16rules, or funding that will ensure the long-term financial
17viability of a comprehensive and coordinated regional public
18transportation system that moves people safely, securely,
19cleanly, and efficiently and supports and fosters efficient
20land use. In developing the report, the vision, principles,
21and recommendations of the Authority's strategic plan required
22by Section 2.01a shall be considered. The report shall also
23consider recommendations on how the Authority and Service

1Boards can better address racial equity, climate change, and
2economic development. The development of the report shall
3include meaningful public engagement led by the Chicago
4Metropolitan Agency for Planning and its MPO Policy Committee
5and should be developed with the support of a steering
6committee composed of representatives of business, community,
7environmental, labor, and civic organizations. The report
8shall be adopted by the MPO Policy Committee prior to
9submission to the Governor and General Assembly. The report
10shall be separate from the Strategic Plan required under
11Section 2.01a.
12    (b) This Section is repealed on January 1, 2025.
 
13    Section 99. Effective date. This Act takes effect upon
14becoming law.
