SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of J. William "Bill" Braithwaite of
4Barrington, who passed away on December 6, 2020; and
 
5    WHEREAS, Bill Braithwaite was born in Detroit, Michigan to
6James and Eunice Braithwaite on September 28, 1928; he grew up
7on a small poultry farm and was involved in 4-H; he served in
8the U.S. Army from 1946 to 1948, beginning when he was just
917-years-old; during his service, he spent a year in the
10Philippines and attended the University of Santo Tomas,
11Manila; he served again in the Army National Guard from 1950 to
121952, during which time he was stationed in Virginia and
13Germany; and
 
14    WHEREAS, Bill Braithwaite attended the University of
15Connecticut, where 4-H continued to influence his life; he
16became president of the University 4-H Club, and in 1949, he
17met his future wife, Dyllis, who was the club's secretary;
18following his graduation from Columbia Law School, he was
19awarded a one-year teaching fellowship at Northwestern
20University Law School; he and Dyllis settled in Barrington in
211955; and
 
22    WHEREAS, Bill Braithwaite practiced law for 64 years and

1served as chair of the Chicago Bar Association Municipal Law
2Committee; he began his career as a land use attorney in 1959
3by forming the Village of South Barrington; he subsequently
4served as an attorney for many of the local villages including
5Barrington, Volo, Campton Hills, and, for over 50 years, the
6Village of North Barrington; and
 
7    WHEREAS, Bill Braithwaite worked behind the scenes on
8fundraising projects, served on governing boards, and provided
9free legal counsel for a number of organizations; he earned
10community service awards, including Man of the Year and Board
11Director Emeritus from Family Service of the Barrington Area,
12the Barrington Area Development Council's Citizen of the Year,
13and countless others; and
 
14    WHEREAS, Bill Braithwaite was a longtime member and
15volunteer with the Barrington United Methodist Church and
16served on the board of its affiliate, the Marcy Newberry
17Foundation; he was chairman of the Sunday School, was active
18on the Missions Commission, and was instrumental in
19establishing the church's endowment fund; he played a
20significant role in the church's relocation after it had been
21destroyed by fire; and
 
22    WHEREAS, Bill Braithwaite was a member of the Barrington
23Chamber of Commerce and its Executive Breakfast Club, as well

1as the Barrington school board; he served on the boards of the
2Barrington Area Council on Aging and the Clearbrook Center
3Foundation and recently served as the pro bono attorney for
4Let It Be Us; and
 
5    WHEREAS, Bill Braithwaite had a generous heart and a
6brilliant mind; he will be especially remembered for his
7unquestionable integrity, strong work ethic, wisdom,
8generosity, compassion for others, and great sense of humor;
9he was humble and completely without pretense; he believed in
10social justice and inclusion; he loved being a lawyer, but
11family meant the most to him; and
 
12    WHEREAS, Bill Braithwaite was preceded in death by his
13parents; and
 
14    WHEREAS, Bill Braithwaite is survived by his wife of 69
15years, Dyllis; his children, Nancy, Gordon, and Ann (Randy);
16his grandchildren, Amarins, Tsjalling, Austin, Preston, and
17Christopher; and his great-granddaughter, Amelia; therefore,
18be it
 
19    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
20ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
21J. William "Bill" Braithwaite and extend our sincere
22condolences to his family, friends, and all who knew and loved

2    RESOLVED, That a suitable copy of this resolution be
3presented to the family of Bill Braithwaite as an expression
4of our deepest sympathy.
