SENATE RESOLUTION

 
2    WHEREAS, Recently, the Federal Energy Regulatory
3Commission (FERC) issued a tariff order for Midcontinent
4Independent System Operator (MISO) to treat electric storage
5resources as transmission facilities under certain
6circumstances; and
 
7    WHEREAS, The Regional Transmission Operator recognition of
8energy storage systems as transmission assets has the
9potential to catalyze the development of new energy storage
10systems and technology in Illinois; and
 
11    WHEREAS, Illinois is home to Argonne National Laboratory,
12which partnered with researchers from many disciplines to form
13the Joint Center for Energy Storage and Research, an Energy
14Innovation Hub committed to developing new energy storage
15technology; and
 
16    WHEREAS, Energy storage systems can help to increase grid
17resilience, decrease reliance on carbon-emitting energy
18generators, and provide transmission and distribution
19benefits; and
 
20    WHEREAS, Energy storage can facilitate or enable the use
21of utility-scale wind and solar projects by firming the

1resource at or before the points of interconnection with the
2transmission network; and
 
3    WHEREAS, Energy storage systems can contribute to peak
4demand reduction and other load balancing efforts; therefore,
5be it
 
6    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
7ASSEMBLY OF THE STATE OF ILLINOIS, that we urge both PJM
8Interconnection and MISO to continue their respective planning
9processes to recognize energy storage systems as transmission
10assets so that Illinois may encourage increased energy storage
11system deployment; and be it further
 
12    RESOLVED, That we urge both MISO and PJM Interconnection
13to adopt policies that encourage the development of energy
14storage systems in a cost-effective manner that ensures grid
15reliability; and be it further
 
16    RESOLVED, That suitable copies of this resolution be
17delivered to MISO and PJM Interconnection.
