2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
3 | to learn of the death of Patricia Irene Bader M.D. of | ||||||
4 | Champaign, who passed away on April 7, 2021; and
| ||||||
5 | WHEREAS, Dr. Bader was born on a farm in rural Paris, | ||||||
6 | Illinois on August 26, 1945; she graduated first in her class | ||||||
7 | from Paris High School in 1963; she received a Bachelor of | ||||||
8 | Arts, cum laude, in 1966 from DePauw University in | ||||||
9 | Greencastle, Indiana and her medical degree in 1970 from the | ||||||
10 | Indiana University (IU) School of Medicine; she completed an | ||||||
11 | internship at IU in pediatrics in 1971, her residency in 1972, | ||||||
12 | and her postdoctoral genetics fellowship through the National | ||||||
13 | Institute of Health in 1973; she obtained a master's degree | ||||||
14 | from IU in genetics in 1974; she was board certified as a | ||||||
15 | pediatrician, clinical geneticist, and clinical | ||||||
16 | cytogeneticist; and | ||||||
17 | WHEREAS, Dr. Bader was a professor at the Indiana | ||||||
18 | University School of Medicine in Fort Wayne, Indiana and | ||||||
19 | participated with all of the major hospital systems in | ||||||
20 | northeast Indiana and southeastern Michigan; she had over 100 | ||||||
21 | professional publications in peer-reviewed journals; she | ||||||
22 | volunteered extensively at various clinics and served the | ||||||
23 | community, patients, and families for over 50 years; she also |

1 | delivered numerous lectures and presentations throughout the | ||||||
2 | United States; and | ||||||
3 | WHEREAS, Dr. Bader was a Founding Fellow with the American | ||||||
4 | Board of Medical Genetics and Genomics; her early studies on | ||||||
5 | chromosomes, single genes, and heredity among the Amish was | ||||||
6 | the beginning of the practice of clinical genetics and | ||||||
7 | cytogenetics in northeast Indiana; she was an active | ||||||
8 | participant in several relevant professional programs within | ||||||
9 | the community, such as the Indiana State Medical Association | ||||||
10 | (ISMA) and the Indiana State Department of Health (ISDH); she | ||||||
11 | was the former president of the Genetics Advisory Committee | ||||||
12 | for the ISDH; in addition to several clinics in Fort Wayne, she | ||||||
13 | developed outlying genetic clinics in Muncie, South Bend, and | ||||||
14 | Lafayette, Indiana; and | ||||||
15 | WHEREAS, After relocating to Illinois to care for her | ||||||
16 | mother, Dr. Bader began caring for patients at the Carle | ||||||
17 | Foundation Hospital Pediatrics Specialties Department; she | ||||||
18 | served as a clinical associate professor at the University of | ||||||
19 | Illinois, Carle Medical School; and
| ||||||
20 | WHEREAS, Dr. Bader, physician, geneticist, pediatrician, | ||||||
21 | professor, educator, and advocate, lived her life with | ||||||
22 | extraordinary passion; her greatest love and passion was for | ||||||
23 | her family and her faith; she was a past director and member of |

1 | the Third Order Lay Carmelites in Fort Wayne, and her work and | ||||||
2 | spirit will continue through those whose lives she touched; | ||||||
3 | and
| ||||||
4 | WHEREAS, Dr. Bader was preceded in death by her father, | ||||||
5 | Eugene Englum; her brothers, Bob and Bernie Englum; and her | ||||||
6 | sister, Micki Englum; and
| ||||||
7 | WHEREAS, Dr. Bader is survived by her husband of 52 years, | ||||||
8 | Franklin Bader; her daughters, Jessica Rosemary Bader, | ||||||
9 | Jennifer Katherine Rutledge, and Jacki Patricia (Sean) | ||||||
10 | McNulty; her son, Franklin "Joe" (Kristen Marie) Bader II; | ||||||
11 | special friend of the family, Heather; her mother, Mary | ||||||
12 | Englum; her sister-in-law, Rita Englum; her niece, Lynn | ||||||
13 | Englum; her nephew, Brian Englum; and her grandchildren, | ||||||
14 | Franklin Joseph Bader III, Katherine Patricia Rutledge, | ||||||
15 | Charles Thomas Bader, Richard Charles Rutledge, Andrew Michael | ||||||
16 | Bader, Fitzpatrick Sean McNulty, Clarice Marie Rutledge, and | ||||||
17 | Josephine Marie McNulty; therefore, be it

18 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | ||||||
19 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
20 | Patricia Irene Bader M.D. and extend our sincere condolences | ||||||
21 | to her family, friends, and all who knew and loved her; and be | ||||||
22 | it further
