SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Robert A. "Bob" Shay of Rochester,
4formerly of Jacksonville, who passed away on January 4, 2022;
5and
 
6    WHEREAS, Bob Shay was born in Jacksonville to Leo Harvey
7and Doris Rolf Shay on October 28, 1949; he graduated from
8Jacksonville High School in 1967 and received a Bachelor of
9Arts from Illinois College in 1972 and a Master of Science from
10the University of Illinois Springfield in 1975; he married
11Pamela Elaine Selway in Jacksonville on May 21, 1972; and
 
12    WHEREAS, Bob Shay began a distinguished career in law
13enforcement with the City of Jacksonville Police Department
14and later joined the Crime Prevention Commission; he then
15served as the administrative assistant to the Springfield
16Chief of Police prior to joining the Federal Bureau of
17Investigation (FBI) in 1983; he served the FBI in various
18roles in numerous field offices, including Wilmington, North
19Carolina, Youngstown, Ohio, and Effingham and Champaign; he
20served several communities across Illinois, including as
21Supervisory Special Agent (SSA) with the Champaign Resident
22Agency focusing on Foreign Counter-Intelligence and
23International and Domestic Terrorism; in 2003, he was named

1the SSA of the newly created Joint Terrorism Task Force based
2in Springfield and later added collateral duty as a hostage
3negotiator; following his retirement from the FBI in 2006, he
4was named Marshal of the Illinois Supreme Court until his
5retirement in 2015; and
 
6    WHEREAS, Bob Shay was a dedicated member of St. John's
7Lutheran Church in Chatham, where he served in the past as
8Security Committee Chairman and as an Elder; he was the
9current Congregational President; in past years, he coached
10tee-ball, baseball, and soccer; he was an active member and a
11past president of the Jacksonville Jaycees; he enjoyed fishing
12and working on carpentry projects; he was a devoted husband,
13father, and father-in-law who was dedicated to his faith, his
14family, and his country; and
 
15    WHEREAS, Bob Shay was preceded in death by his parents;
16and
 
17    WHEREAS, Bob Shay is survived by his wife, Pamela; his
18children, Erik Robert (Emily) Shay and Sara Elizabeth
19(Giovanni) Randazzo; his grandchildren, Ethan and Eli Shay and
20Joseph and Michael Randazzo; his sister, Marian (Donald)
21Seymour; and several nieces and nephews; therefore, be it
 
22    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL

1ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
2Robert A. "Bob" Shay and extend our sincere condolences to his
3family, friends, and all who knew and loved him; and be it
4further
 
5    RESOLVED, That a suitable copy of this resolution be
6presented to the family of Bob Shay as an expression of our
7deepest sympathy.
