2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
3 | to learn of the death of Carl Fischer of Springfield, who | ||||||
4 | passed away on March 25, 2022; and
| ||||||
5 | WHEREAS, Carl Fischer was born to Elmer and Faye Fischer | ||||||
6 | in Springfield on April 19, 1939; he attended St. Joseph Grade | ||||||
7 | School and graduated from Cathedral Boys High School in 1957; | ||||||
8 | he received his bachelor's degree in Architecture from | ||||||
9 | Washington University in St. Louis in 1962; upon graduation, | ||||||
10 | he joined the U.S. Navy, where was admitted to the Officers | ||||||
11 | Candidate School and was commissioned ensign in 1963; after | ||||||
12 | completing Surface Operations School in the Navy, he was | ||||||
13 | assigned as operations officer to the ship U.S.S. Brister, DER | ||||||
14 | 327 and was stationed in Guam; after completing a tour of duty | ||||||
15 | in Vietnam, he returned as surface operations instructor to | ||||||
16 | Glenco, Georgia; he achieved the rank of Lt. Commander prior | ||||||
17 | to resigning his commission in 1973; and
| ||||||
18 | WHEREAS, After his return to Springfield, Carl Fischer was | ||||||
19 | employed by Ferry & Henderson Architects and subsequently by | ||||||
20 | Graham, O'Shea, and Wisnosky Architects; alongside his wife | ||||||
21 | Kay, he established Carl Fischer Associates Architects in | ||||||
22 | 1976, working from their home on South Walnut Street in | ||||||
23 | Springfield; with a combined family of five children, they |

1 | partnered to run a business and raise a family; after moving | ||||||
2 | their offices to the Alzina Building in 1980, August Wisnosky | ||||||
3 | joined the firm and their name changed to Fischer-Wisnosky | ||||||
4 | Architects, subsequently becoming known as FWAI Architects; | ||||||
5 | and
| ||||||
6 | WHEREAS, Carl Fischer left his mark in and around | ||||||
7 | Springfield and on projects throughout the United States and | ||||||
8 | in several foreign countries; he received several awards for | ||||||
9 | excellence in design from the American Institute of | ||||||
10 | Architects; he was most proud of his award for the design and | ||||||
11 | restoration of Ronald Reagan's boyhood home in Dixon; and
| ||||||
12 | WHEREAS, Carl Fischer was a member of the American | ||||||
13 | Institute of Architects, the National Council of Architectural | ||||||
14 | Registration Board, the Sangamo Club, and the Island Bay Yacht | ||||||
15 | Club; he served on the Architectural Board at Southern | ||||||
16 | Illinois University and the Board of Menard County, as well as | ||||||
17 | boards with numerous additional civic organizations; and
| ||||||
18 | WHEREAS, Carl Fischer and Kay raced sailboats for many | ||||||
19 | years at the Island Bay Yacht Club and throughout the Midwest; | ||||||
20 | they retired from racing in 1982 and began spending time on | ||||||
21 | their 38-foot, live-aboard boat, Kathryn, which they kept at | ||||||
22 | Sturgeon Bay, Wisconsin; they would spend several weeks | ||||||
23 | sailing throughout Lake Michigan and the North Channel in |

1 | Ontario, Canada every summer; and
| ||||||
2 | WHEREAS, Carl Fischer also earned his pilot's license; he | ||||||
3 | loved flying his Beechcraft Bonanza airplane for personal and | ||||||
4 | business reasons, and he enjoyed treating his grandchildren to | ||||||
5 | rides; and
| ||||||
6 | WHEREAS, Carl Fischer was extremely accomplished, but his | ||||||
7 | love for his family filled his heart; he enjoyed spending time | ||||||
8 | with his children, grandchildren, and great-grandchildren, and | ||||||
9 | he shared with his family his passion for sailing and | ||||||
10 | woodworking; and
| ||||||
11 | WHEREAS, Carl Fischer was preceded in death by his | ||||||
12 | parents; his daughter, Michelle Irene Fischer; his sister, | ||||||
13 | Lois Burton; his brother-in-law, Dr. James Burton; and his | ||||||
14 | first spouse, Donna Armstead Fischer; and
| ||||||
15 | WHEREAS, Carl Fischer is survived by his wife of 47 years, | ||||||
16 | Glynda Kay Fischer; his children, Karen (Tom) Prange, Annette | ||||||
17 | (Kerry) Snyder, Susan (Bill) Robinson, and Jeff (Trish) Foley; | ||||||
18 | his grandchildren, Kyle (Heather) Snyder, Becka Snyder, Jake | ||||||
19 | Snyder, Maxwell Prange, Sarah Prange, Grace Robinson, Emma | ||||||
20 | Robinson, Brandi Foley, and James Foley; and his | ||||||
21 | great-grandchildren, Isaac and Sawyer Snyder; therefore, be it

1 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | ||||||
2 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
3 | Carl Fischer and extend our sincere condolences to his family, | ||||||
4 | friends, and all who knew and loved him; and be it further
| ||||||
5 | RESOLVED, That a suitable copy of this resolution be | ||||||
6 | presented to the family of Carl Fischer as an expression of our | ||||||
7 | deepest sympathy.
