SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Carl Fischer of Springfield, who
4passed away on March 25, 2022; and
 
5    WHEREAS, Carl Fischer was born to Elmer and Faye Fischer
6in Springfield on April 19, 1939; he attended St. Joseph Grade
7School and graduated from Cathedral Boys High School in 1957;
8he received his bachelor's degree in Architecture from
9Washington University in St. Louis in 1962; upon graduation,
10he joined the U.S. Navy, where was admitted to the Officers
11Candidate School and was commissioned ensign in 1963; after
12completing Surface Operations School in the Navy, he was
13assigned as operations officer to the ship U.S.S. Brister, DER
14327 and was stationed in Guam; after completing a tour of duty
15in Vietnam, he returned as surface operations instructor to
16Glenco, Georgia; he achieved the rank of Lt. Commander prior
17to resigning his commission in 1973; and
 
18    WHEREAS, After his return to Springfield, Carl Fischer was
19employed by Ferry & Henderson Architects and subsequently by
20Graham, O'Shea, and Wisnosky Architects; alongside his wife
21Kay, he established Carl Fischer Associates Architects in
221976, working from their home on South Walnut Street in
23Springfield; with a combined family of five children, they

1partnered to run a business and raise a family; after moving
2their offices to the Alzina Building in 1980, August Wisnosky
3joined the firm and their name changed to Fischer-Wisnosky
4Architects, subsequently becoming known as FWAI Architects;
5and
 
6    WHEREAS, Carl Fischer left his mark in and around
7Springfield and on projects throughout the United States and
8in several foreign countries; he received several awards for
9excellence in design from the American Institute of
10Architects; he was most proud of his award for the design and
11restoration of Ronald Reagan's boyhood home in Dixon; and
 
12    WHEREAS, Carl Fischer was a member of the American
13Institute of Architects, the National Council of Architectural
14Registration Board, the Sangamo Club, and the Island Bay Yacht
15Club; he served on the Architectural Board at Southern
16Illinois University and the Board of Menard County, as well as
17boards with numerous additional civic organizations; and
 
18    WHEREAS, Carl Fischer and Kay raced sailboats for many
19years at the Island Bay Yacht Club and throughout the Midwest;
20they retired from racing in 1982 and began spending time on
21their 38-foot, live-aboard boat, Kathryn, which they kept at
22Sturgeon Bay, Wisconsin; they would spend several weeks
23sailing throughout Lake Michigan and the North Channel in

1Ontario, Canada every summer; and
 
2    WHEREAS, Carl Fischer also earned his pilot's license; he
3loved flying his Beechcraft Bonanza airplane for personal and
4business reasons, and he enjoyed treating his grandchildren to
5rides; and
 
6    WHEREAS, Carl Fischer was extremely accomplished, but his
7love for his family filled his heart; he enjoyed spending time
8with his children, grandchildren, and great-grandchildren, and
9he shared with his family his passion for sailing and
10woodworking; and
 
11    WHEREAS, Carl Fischer was preceded in death by his
12parents; his daughter, Michelle Irene Fischer; his sister,
13Lois Burton; his brother-in-law, Dr. James Burton; and his
14first spouse, Donna Armstead Fischer; and
 
15    WHEREAS, Carl Fischer is survived by his wife of 47 years,
16Glynda Kay Fischer; his children, Karen (Tom) Prange, Annette
17(Kerry) Snyder, Susan (Bill) Robinson, and Jeff (Trish) Foley;
18his grandchildren, Kyle (Heather) Snyder, Becka Snyder, Jake
19Snyder, Maxwell Prange, Sarah Prange, Grace Robinson, Emma
20Robinson, Brandi Foley, and James Foley; and his
21great-grandchildren, Isaac and Sawyer Snyder; therefore, be it

1    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
2ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
3Carl Fischer and extend our sincere condolences to his family,
4friends, and all who knew and loved him; and be it further
 
5    RESOLVED, That a suitable copy of this resolution be
6presented to the family of Carl Fischer as an expression of our
7deepest sympathy.
