SYNOPSIS AS INTRODUCED:

    Amends the Cannabis Regulation and Tax Act. Provides that, notwithstanding specified provisions of the Act, State entities must establish alternate, lowered amounts of licensing fees and escrow or surety requirements under the provisions. Provides that only the separate, lowered fees and escrow or surety requirements shall be required of a person who: (1) has a close family member who has been housed in a State or local jail or prison system; or (2) has resided in the South Side or West Side of Chicago for 15 years, as evidenced by tax records or other such documents.

1    AN ACT concerning health.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Cannabis Regulation and Tax Act is amended
5by adding changing Section 15-125 and by adding Sections
615-130, 20-60, 30-60, 35-50, and 40-50 as follows:

8    Sec. 15-125. Fees. After January 1, 2022, and subject to
9Section 15-130, the Department may by rule modify any fee
10established under this Article.

13    Sec. 15-130. Alternative fees and escrow or surety
14requirements. Notwithstanding the provisions of Sections
1515-15, 15-20, 15-25, 15-36, 15-40, 15-45, 15-55, and 15-60 of
16this Article, the Department shall establish alternate,
17lowered amounts of licensing fees and escrow or surety
18requirements under those Sections. Only the separate, lowered
19fees and escrow or surety requirements shall be required of a
20person who: (1) has a close family member who has been housed
21in a State or local jail or prison system; or (2) has resided
22in the South Side or West Side of Chicago for 15 years, as

9in a State or local jail or prison system; or (2) has resided
10in the South Side or West Side of Chicago for 15 years, as
