SYNOPSIS AS INTRODUCED:
 
305 ILCS 5/1-13 new

    Amends the Illinois Public Aid Code. Provides that for program and reimbursement changes effective between January 1 and May 31 of each year, any program or reimbursement change under the medical assistance program, including any program for dual eligible beneficiaries, become effective on January 1 of the year following the enactment of the changes. Provides that program and rate changes under the medical assistance program, including any program for dual eligible beneficiaries, with an effective date between June 1 and December 31 of each year become effective on June 1 of the year following the enactment of the changes. Provides that such requirements are subject to federal approval and any other requirements imposed by the federal Centers for Medicare and Medicaid Services.

1    AN ACT concerning public aid.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Public Aid Code is amended by
5adding Sections 1-13 and 1-13.1 as follows:
 
6    (305 ILCS 5/1-13 new)
7    Sec. 1-13. Program and reimbursement changes under the
8medical assistance program.
9    (a) It is the purpose of this Section to improve planning
10and consistency for implementation of program and
11reimbursement changes under the medical assistance program. It
12is critical that there is an adequate planning timeline in
13order to structure changes in a way that meets the needs of
14program enrollees and allow proper time to educate and consult
15with impacted providers. Streamlining the dates upon which
16program and reimbursement changes take effect promotes
17strategic planning by the State to ensure all programs and
18policies are aligned to meet the goals of the medical
19assistance program. In addition, allowing time to
20operationalize changes and collaborate with providers
21significantly reduces provider confusion and abrasion.
22    (b) For program and reimbursement changes effective
23between January 1 and May 31 of each year, any program or
