2 | | "Department" means the Illinois Department of Public |
3 | | Health.
|
4 | | "Director" means the Director of the Illinois Department |
5 | | of Public Health.
|
6 | | "Integrated pest management" means modification of the |
7 | | life system of a
vector or pest to reduce its numbers to an |
8 | | acceptable level by applying
current biological and |
9 | | technological knowledge to achieve the desired
modification in |
10 | | a manner that ensures protection of the environment and public |
11 | | health.
|
12 | | "Integrated vector management approach" means an approach |
13 | | that prioritizes prevention, biological, and nonchemical means |
14 | | of controlling disease vectors and prioritizes a data-driven |
15 | | approach to vector management. |
16 | | "Local health authority" means the full-time health |
17 | | department, as
recognized by the Department, having |
18 | | jurisdiction over a particular area.

19 | | "Pest" means undesirable arthropods (including certain |
20 | | insects, spiders,
mites, ticks and related organisms), wood |
21 | | infesting organisms, rats, mice,
birds and any other obnoxious |
22 | | or undesirable animals.
|
23 | | "Vector" means arthropods, rats, mice, birds or other |
24 | | animals capable of
carrying disease-producing organisms to a |
25 | | human or animal host. "Vector"
does not include animals that |
26 | | transmit disease to humans only when used as
human food.

5 | | from the public right of way. |
6 | | (a) An organization performing mosquito control as a |
7 | | public service shall submit to the Department a written |
8 | | integrated vector management plan. |
9 | | (b) This Section does not apply to the Department mosquito |
10 | | control grantees who are supervised by the Department on the |
11 | | effective date of this amendatory Act of the 103rd General |
12 | | Assembly. |
13 | | (c) This Section does not apply to any business or person |
14 | | regulated under the Structural Pest Control Act. |
15 | | (d) A vector management organization shall establish and |
16 | | maintain a system of public notification prior to the use of |
17 | | wide-area chemical pesticides from the public right of way. |
18 | | (e) A vector management plan shall consist of a plan for |
19 | | the prevention, biological, and nonchemical means of |
20 | | controlling disease vectors based upon scientific data |
21 | | prescribed by the Department.

22 | | Section 99. Effective date. This Act takes effect January |
23 | | 1, 2024.
