Amends the Assisted Living and Shared Housing Act. Directs the Department of Public Health to study current and potential uses of electronic monitoring and recording for the purpose of preventing and identifying abuse and neglect within assisted living establishments. Requires the Department to report its findings to the General Assembly and Governor. Provides that, if the Department determines, after conducting its study, that the benefits of monitoring within assisted living establishments outweigh the costs of that monitoring, then the Department may adopt rules requiring the installation and use of electronic monitoring and recording within assisted living establishments.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:

4 | | Section 5. The Assisted Living and Shared Housing Act is |
5 | | amended by adding Section 79 as follows: |

7 | | Sec. 79. Monitoring by surveillance cameras. The |
8 | | Department shall study current and potential uses of |
9 | | electronic monitoring and recording for the purpose of |
10 | | preventing and identifying abuse and neglect within assisted |
11 | | living establishments. By no later than one year after the |
12 | | effective date of this amendatory Act of the 103rd General |
13 | | Assembly, the Department shall report to the General Assembly |
14 | | and the Governor the findings of its study and recommendations |
15 | | regarding the feasibility of increasing utilization of |
16 | | electronic monitoring and recording for purposes of preventing |
17 | | and identifying abuse and neglect at assisted living |
18 | | establishments. If the Department determines, after conducting |
19 | | the study, that the benefits of monitoring within assisted |
20 | | living establishments outweigh the costs of that monitoring, |
21 | | then the Department may adopt rules requiring the installation |
22 | | and use of electronic monitoring and recording within assisted |
23 | | living establishments.
