SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/27-23.17 new

    Amends the Courses of Study Article of the School Code. Provides that school districts shall provide instruction on the dangers of fentanyl Sets forth what the instruction of fentanyl shall contain. Provides that students shall be assessed on the fentanyl instruction.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
527-23.17 as follows:
 
6    (105 ILCS 5/27-23.17 new)
7    Sec. 27-23.17. Fentanyl education.
8    (a) School districts shall provide instruction on the
9dangers of fentanyl. This instruction shall include, but is
10not limited to:
11        (1) information on fentanyl itself, including, an
12    explanation of the differences between synthetic and
13    non-synthetic opioids and illicit drugs, the variations of
14    fentanyl itself, and the differences between the legal and
15    illegal uses of fentanyl;
16        (2) the side effects and the risk factors of using
17    fentanyl, along with information comparing the lethal
18    amounts of fentanyl in comparison to other drugs.
19    Information of the risk factors may include, but are not
20    limited to:
21            (A) the lethal dose of fentanyl;
22            (B) how often fentanyl is placed in drugs without
23        a person's knowledge;

1            (C) an explanation of what fentanyl does to a
2        person's body and the severity of fentanyl's addictive
3        properties; and
4            (D) how the consumption of fentanyl can lead to
5        hypoxia as well as an explanation of what hypoxia
6        precisely does to a person's body;
7        (3) providing details about the process of lacing
8    fentanyl in other drugs and why drugs get laced with
9    fentanyl; and
10        (4) providing details about how to detect fentanyl in
11    drugs and how to save someone from an overdose of
12    fentanyl, which shall include:
13            (A) how to buy and use fentanyl test strips;
14            (B) how to buy and use Narcan, either through
15        nasal spray or injections; and
16            (C) how to detect if someone is overdosing on
17        fentanyl;
18    (b) Students shall be assessed on the instruction provided
19in this Section. The assessment may include, but is not
20limited to:
21        (1) the differences between synthetic and
22    non-synthetic drugs;
23        (2) Hypoxia;
24        (3) the effects of fentanyl on a person's body;
25        (4) the lethal dose of fentanyl; and
26        (5) how to detect and prevent overdoses.
