Amends the Higher Education Student Assistance Act. Provides that beginning January 1, 2024 and each year thereafter, the Illinois Student Assistance Commission shall receive and consider applications for grant assistance for those intending or already in a psychiatric residency program. Sets forth requirements to receive a grant. Provides for rulemaking. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Higher Education Student Assistance Act is |
5 | | amended by adding Section 65.120 as follows: |
6 | | (110 ILCS 947/65.120 new) |
7 | | Sec. 65.120. Psychiatric residency scholarships. |
8 | | (a) Beginning January 1, 2024 and each year thereafter, |
9 | | the Commission shall receive and consider applications for |
10 | | grant assistance under this Section. An applicant is eligible |
11 | | for a grant under this Section if the Commission finds that the |
12 | | applicant: |
13 | | (1) is a resident of this State and a United States |
14 | | citizen or eligible noncitizen; |
15 | | (2) enters or plans to enter a residency for |
16 | | accredited psychiatric programs. |
17 | | (b) Applicants who are determined to be eligible for |
18 | | assistance under this Section shall receive, subject to |
19 | | appropriation, a renewable grant amount determined by the |
20 | | Commission. The Commission shall prioritize grants to |
21 | | applicants whose residency will expand access to psychiatric |
22 | | services for underserved populations. |
23 | | (c) The Commission shall adopt any rules necessary to |
