2    AMENDMENT NO. ______. Amend House Bill 4170 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The State Finance Act is amended by adding

1    (a) In addition to any other special license plate, the
2Secretary, upon receipt of all applicable fees and
3applications made in the form prescribed by the Secretary, may
4issue Universal special license plates to residents of
5Illinois on behalf of organizations that have been authorized
6by the General Assembly to issue decals for Universal special
7license plates. Appropriate documentation, as determined by
8the Secretary, shall accompany each application. Authorized
9organizations shall be designated by amendment to this
10Section. When applying for a Universal special license plate
11the applicant shall inform the Secretary of the name of the
12authorized organization from which the applicant will obtain a
13decal to place on the plate. The Secretary shall make a record
14of that organization and that organization shall remain
15affiliated with that plate until the plate is surrendered,
16revoked, or otherwise cancelled. The authorized organization
17may charge a fee to offset the cost of producing and
18distributing the decal, but that fee shall be retained by the
19authorized organization and shall be separate and distinct
20from any registration fees charged by the Secretary. No decal,
21sticker, or other material may be affixed to a Universal
22special license plate other than a decal authorized by the
23General Assembly in this Section or a registration renewal
24sticker. The special plates issued under this Section shall be
25affixed only to passenger vehicles of the first division,
26including motorcycles and autocycles, or motor vehicles of the

1second division weighing not more than 8,000 pounds. Plates
2issued under this Section shall expire according to the
3multi-year procedure under Section 3-414.1 of this Code.
4    (b) The design, color, and format of the Universal special
5license plate shall be wholly within the discretion of the
6Secretary. Universal special license plates are not required
7to designate "Land of Lincoln", as prescribed in subsection
8(b) of Section 3-412 of this Code. The design shall allow for
9the application of a decal to the plate. Organizations
10authorized by the General Assembly to issue decals for
11Universal special license plates shall comply with rules
12adopted by the Secretary governing the requirements for and
13approval of Universal special license plate decals. The
14Secretary may, in his or her discretion, allow Universal
15special license plates to be issued as vanity or personalized
16plates in accordance with Section 3-405.1 of this Code. The
17Secretary of State must make a version of the special
18registration plates authorized under this Section in a form
19appropriate for motorcycles and autocycles.
20    (c) When authorizing a Universal special license plate,
21the General Assembly shall set forth whether an additional fee
22is to be charged for the plate and, if a fee is to be charged,
23the amount of the fee and how the fee is to be distributed.
24When necessary, the authorizing language shall create a
25special fund in the State treasury into which fees may be
26deposited for an authorized Universal special license plate.

1Additional fees may only be charged if the fee is to be paid
2over to a State agency or to a charitable entity that is in
3compliance with the registration and reporting requirements of
4the Charitable Trust Act and the Solicitation for Charity Act.
5Any charitable entity receiving fees for the sale of Universal
6special license plates shall annually provide the Secretary of
7State a letter of compliance issued by the Attorney General
8verifying that the entity is in compliance with the Charitable
9Trust Act and the Solicitation for Charity Act.
10    (d) Upon original issuance and for each registration
11renewal period, in addition to the appropriate registration
12fee, if applicable, the Secretary shall collect any additional
13fees, if required, for issuance of Universal special license
14plates. The fees shall be collected on behalf of the
15organization designated by the applicant when applying for the
16plate. All fees collected shall be transferred to the State
17agency on whose behalf the fees were collected, or paid into
18the special fund designated in the law authorizing the
19organization to issue decals for Universal special license
20plates. All money in the designated fund shall be distributed
21by the Secretary subject to appropriation by the General
22Assembly.
23    (e) The following organizations may issue decals for
24Universal special license plates with the original and renewal
25fees and fee distribution as follows:
26        (1) The Illinois Department of Natural Resources.

5        (4) The Post-Traumatic Stress Disorder Awareness Fund.
6    All money in the Post-Traumatic Stress Disorder Awareness
7    Fund shall be paid as grants to K9s for Veterans, NFP for
8    support, education, and awareness of veterans with
9    post-traumatic stress disorder.
10        (5) The Guide Dogs of America Fund. All money in the
11    Guide Dogs of America Fund shall be paid as grants to the
12    International Guiding Eyes, Inc., doing business as Guide
13    Dogs of America.
14        (6) The Mechanics Training Fund. All money in the
15    Mechanics Training Fund shall be paid as grants to the
16    Mechanics Local 701 Training Fund.
17        (7) The Theresa Tracy Trot - Illinois CancerCare
18    Foundation Fund. All money in the Theresa Tracy Trot -
19    Illinois CancerCare Foundation Fund shall be paid to the
20    Illinois CancerCare Foundation for the purpose of
21    furthering pancreatic cancer research.
22        (8) The Developmental Disabilities Awareness Fund. All
23    money in the Developmental Disabilities Awareness Fund
24    shall be paid as grants to the Illinois Department of
25    Human Services to fund legal aid groups to assist with
26    guardianship fees for private citizens willing to become

2    but who are unable to pay the legal fees associated with
3    becoming a guardian.
4        (9) The Pediatric Cancer Awareness Fund. All money in

6    grants to the Cancer Center at Illinois for pediatric
7    cancer treatment and research.
8        (10) The Folds of Honor Foundation Fund. All money in
9    the Folds of Honor Foundation Fund shall be paid as grants
10    to the Folds of Honor Foundation to aid in providing
11    educational scholarships to military families.
12        (11) The Experimental Aircraft Association Fund. All
13    money in the Experimental Aircraft Association Fund shall
14    be paid, subject to appropriation by the General Assembly
15    and distribution by the Secretary, as grants to promote
16    recreational aviation.
17        (12) The Child Abuse Council of the Quad Cities Fund.
18    All money in the Child Abuse Council of the Quad Cities
19    Fund shall be paid as grants to benefit the Child Abuse
20    Council of the Quad Cities.
21        (13) The Illinois Health Care Workers Benefit Fund.
22    All money in the Illinois Health Care Workers Benefit Fund
23    shall be paid as grants to the Trinity Health Foundation
24    for the benefit of health care workers, doctors, nurses,
25    and others who work in the health care industry in this

2        (5) The Guide Dogs of America Fund. All money in the
3    Guide Dogs of America Fund shall be paid as grants to the
4    International Guiding Eyes, Inc., doing business as Guide

6        (6) The Mechanics Training Fund. All money in the
7    Mechanics Training Fund shall be paid as grants to the
8    Mechanics Local 701 Training Fund.
9        (7) The Theresa Tracy Trot - Illinois CancerCare
10    Foundation Fund. All money in the Theresa Tracy Trot -
11    Illinois CancerCare Foundation Fund shall be paid to the
12    Illinois CancerCare Foundation for the purpose of
13    furthering pancreatic cancer research.
14        (8) The Developmental Disabilities Awareness Fund. All
15    money in the Developmental Disabilities Awareness Fund
16    shall be paid as grants to the Illinois Department of
17    Human Services to fund legal aid groups to assist with
18    guardianship fees for private citizens willing to become
19    guardians for individuals with developmental disabilities
20    but who are unable to pay the legal fees associated with

22        (9) The Pediatric Cancer Awareness Fund. All money in
23    the Pediatric Cancer Awareness Fund shall be paid as
24    grants to the Cancer Center at Illinois for pediatric
25    cancer treatment and research.
26        (10) The Folds of Honor Foundation Fund. All money in

1    the Folds of Honor Foundation Fund shall be paid as grants
2    to the Folds of Honor Foundation to aid in providing
3    educational scholarships to military families.
4        (11) The Experimental Aircraft Association Fund. All
5    money in the Experimental Aircraft Association Fund shall
6    be paid, subject to appropriation by the General Assembly
7    and distribution by the Secretary, as grants to promote
8    recreational aviation.
9        (12) The Child Abuse Council of the Quad Cities Fund.
10    All money in the Child Abuse Council of the Quad Cities
11    Fund shall be paid as grants to benefit the Child Abuse
12    Council of the Quad Cities.
13        (13) The Illinois Health Care Workers Benefit Fund.
14    All money in the Illinois Health Care Workers Benefit Fund
15    shall be paid as grants to the Trinity Health Foundation
16    for the benefit of health care workers, doctors, nurses,
17    and others who work in the health care industry in this
18    State.
19        (14) The Future Farmers of America Fund. All money in
20    the Future Farmers of America Fund shall be paid as grants
21    to the Illinois Association of Future Farmers of America.
22        (15) The Tick Research, Education, and Evaluation
23    Fund. All money in the Tick Research, Education, and
24    Evaluation Fund shall be paid as grants to the Illinois
25    Lyme Association.
