1 | | liaison between the Director, the Chicago Police |
2 | | Superintendent, and agencies and nongovernmental organizations |
3 | | that provide services to victims, victims' families, and |
4 | | victims' communities. Task Force members shall serve without |
5 | | compensation but may, subject to appropriation, receive |
6 | | reimbursement for their expenses as members of the Task Force. |
7 | | (b) There is created the Task Force on Missing and |
8 | | Murdered Chicago Women, which shall consist of the following |
9 | | individuals, or their designees, who are knowledgeable in |
10 | | crime victims' rights or violence protection and, unless |
11 | | otherwise specified, members shall be appointed for 2-year |
12 | | terms as follows: |
13 | | (1) Two members of the Senate, one appointed by the |
14 | | President of the Senate and one appointed by the Minority |
15 | | Leader of the Senate; |
16 | | (2) Two members of the House of Representatives, one |
17 | | appointed by the Speaker of the House of Representatives |
18 | | and one appointed by the Minority Leader of the House of |
19 | | Representatives; |
20 | | (3) Two members from among the following appointed by |
21 | | the Executive Director of the Illinois Criminal Justice |
22 | | Information Authority or the Executive Director's |
23 | | designee: |
24 | | (A) an association representing Illinois chiefs of |
25 | | police; |
26 | | (B) an association representing Illinois sheriffs; |

1 | | (C) an officer who is employed by the Illinois |
2 | | State Police; or |
3 | | (D) an Illinois peace officer's association; |
4 | | (4) One or more representatives from among the |
5 | | following: |
6 | | (A) an association representing State's Attorneys; |
7 | | (B) an attorney representing the United States |
8 | | Attorney's Office in Chicago; or |
9 | | (C) a circuit judge, associate judge, or attorney |
10 | | working in juvenile court; or |
11 | | (D) the Cook County Medical Examiner, or his or |
12 | | her designee, or a representative from a statewide |
13 | | coroner's or medical examiner's association or a |
14 | | representative of the Department of Public Health; |
15 | | (5) Two representatives for victims, with a focus on |
16 | | individuals who work with victims of violence or their |
17 | | families appointed by the Executive Director of the |
18 | | Illinois Criminal Justice Information Authority or the |
19 | | Executive Director's designee; and |
20 | | (6) Four or more members from among the following |
21 | | appointed by the Executive Director of the Illinois |
22 | | Criminal Justice Information Authority or the Executive |
23 | | Director's designee: |
24 | | (A) a statewide or local organization that |
25 | | provides legal services to Chicago women and girls; |
26 | | (B) a statewide or local organization that |

1 | | provides advocacy or counseling for Chicago women and |
2 | | girls who have been victims of violence; |
3 | | (C) a statewide or local organization that |
4 | | provides healthcare services to Chicago women and |
5 | | girls; |
6 | | (D) a statewide organization that represents women |
7 | | and girls who have been sexually assaulted; |
8 | | (E) a women's health organization or agency; or |
9 | | (F) a Chicago woman who is a survivor of |
10 | | gender-related violence ; and . |
11 | | (7) Two officers who are employed by the Chicago |
12 | | Police Department nominated by the Chicago Police |
13 | | Superintendent or the Chicago Police Superintendent's |
14 | | designee and appointed by the Executive Director of the |
15 | | Illinois Criminal Justice Information Authority or the |
16 | | Executive Director's designee. |
17 | | (c) Vacancies in positions appointed by the Executive |
18 | | Director of the Illinois Criminal Justice Information |
19 | | Authority or the Executive Director's designee shall be filled |
20 | | by the Executive Director of the Illinois Criminal Justice |
21 | | Information Authority or the Executive Director's designee |
22 | | consistent with the qualifications of the vacating member |
23 | | required by this Section. |
24 | | (d) Task Force members shall annually elect a chair and |
25 | | vice-chair from among the Task Force's members, and may elect |
26 | | other officers as necessary. The Task Force shall meet at |

1 | | least quarterly, or upon the call of its chair, and may hold |
2 | | meetings throughout the City of Chicago. The Task Force shall |
3 | | meet frequently enough to accomplish the tasks identified in |
4 | | this Section. Meetings of the Task Force are subject to the |
5 | | Open Meetings Act. The Task Force shall seek out and enlist the |
6 | | cooperation and assistance of nongovernmental organizations, |
7 | | community, and advocacy organizations working with the Chicago |
8 | | community, and academic researchers and experts, specifically |
9 | | those specializing in violence against Chicago women and |
10 | | girls, representing diverse communities disproportionately |
11 | | affected by violence against women and girls, or focusing on |
12 | | issues related to gender-related violence and violence against |
13 | | Chicago women and girls. |
14 | | (e) The Executive Director of the Illinois Criminal |
15 | | Justice Information Authority or the Executive Director's |
16 | | designee shall convene the first meeting of the Task Force no |
17 | | later than 30 days after the appointment of a majority of the |
18 | | members of the Task Force. The Illinois Criminal Justice |
19 | | Information Authority shall provide meeting space and |
20 | | administrative assistance as necessary for the Task Force to |
21 | | conduct its work. The chair of the Task Force may call |
22 | | electronic meetings of the Task Force. A member of the Task |
23 | | Force participating electronically shall be deemed present for |
24 | | purposes of establishing a quorum and voting. |
25 | | (f) The Task Force must examine and report on the |
26 | | following: |

1 | | (1) the systemic causes behind violence that Chicago |
2 | | women and girls experience, including patterns and |
3 | | underlying factors that explain why disproportionately |
4 | | high levels of violence occur against Chicago women and |
5 | | girls, including underlying historical, social, economic, |
6 | | institutional, and cultural factors that may contribute to |
7 | | the violence; |
8 | | (2) appropriate methods for tracking and collecting |
9 | | data on violence against Chicago women and girls, |
10 | | including data on missing and murdered Chicago women and |
11 | | girls; |
12 | | (3) policies and institutions such as policing, child |
13 | | welfare, medical examiner practices, and other |
14 | | governmental practices that impact violence against |
15 | | Chicago women and girls and the investigation and |
16 | | prosecution of crimes of gender-related violence against |
17 | | Chicago residents; |
18 | | (4) measures necessary to address and reduce violence |
19 | | against Chicago women and girls; and |
20 | | (5) measures to help victims, victims' families, and |
21 | | victims' communities prevent and heal from violence that |
22 | | occurs against Chicago women and girls. |
23 | | (g) The Task Force shall report on or before December 31 of |
24 | | 2024, and on or before December 31 of each year thereafter, to |
25 | | the General Assembly and the Governor on the work of the Task |
26 | | Force, including, but not limited to, the issues to be |

1 | | examined in subsection (g), and shall include in the annual |
2 | | report recommendations regarding institutional policies and |
3 | | practices or proposed institutional policies and practices |
4 | | that are effective in reducing gender-related violence and |
5 | | increasing the safety of Chicago women and girls. The report |
6 | | shall include recommendations to reduce and end violence |
7 | | against Chicago women and girls and help victims and |
8 | | communities heal from gender-related violence and violence |
9 | | against Chicago women and girls. |
