| Amends the Courses of Study Article of the School Code. Provides that each school board may provide instruction in anti-litter education in all grades and include that instruction in the courses of study regularly taught in those grades. Provides that by January 1, 2025, the State Board of Education shall post on its Internet website instructional materials relating to teaching anti-litter education. Creates the Anti-Litter Education Fund as a special fund in the State treasury. Provides that, subject to appropriation, the State Superintendent of Education may provide a grant to a school district to support the school district's anti-litter programming, including implementation of litterbug programs within the schools of the district. Provides that grants may be awarded from the Anti-Litter Education Fund. Provides for rulemaking. Amends the State Finance Act to make a conforming change. Effective immediately. |

2 | | Be it enacted by the People of the State of Illinois, |
3 | | represented in the General Assembly: |
4 | | Section 5. The State Finance Act is amended by adding |
5 | | Section 5.1015 as follows: |

7 | | Sec. 5.1015. The Anti-Litter Education Fund. |
8 | | Section 10. The School Code is amended by adding Section |
9 | | 27-23.17 as follows: |
10 | | (105 ILCS 5/27-23.17 new) |
11 | | Sec. 27-23.17. Anti-litter education. |
12 | | (a) The General Assembly finds that: |
13 | | (1) litter is detrimental to the welfare of the people |
14 | | of this State; and |
15 | | (2) there is a need to educate the youth of this State |
16 | | about the problem of litter. |
17 | | (b) In this Section: |
18 | | "Litter" has the meaning ascribed to that term in the |
19 | | Litter Control Act. |
20 | | "Litterbug program" means a program intended to teach |
21 | | students the responsibility of not littering and picking up |

1 | | litter, which may be separate from regular classroom |
2 | | instruction on anti-litter education and may be a student-led |
3 | | organization with an emphasis on anti-litter education. |
4 | | (c) Each school board may provide instruction in |
5 | | anti-litter education in all grades and include that |
6 | | instruction in the courses of study regularly taught in those |
7 | | grades. |
8 | | (d) By January 1, 2025, the State Board of Education shall |
9 | | post on its Internet website instructional materials relating |
10 | | to teaching anti-litter education under this Section. |
11 | | (e) The Anti-Litter Education Fund is created as a special |
12 | | fund in the State treasury. Any appropriated moneys deposited |
13 | | into the Fund may be used, subject to appropriation, by the |
14 | | State Board of Education for the purposes of subsection (f). |
15 | | (f) Subject to appropriation, the State Superintendent of |
16 | | Education may provide a grant to a school district to support |
17 | | the school district's anti-litter programming, including |
18 | | implementation of litterbug programs within the schools of the |
19 | | district. Grants may be awarded from the Anti-Litter Education |
20 | | Fund. |
21 | | (g) The State Board of Education may adopt rules to |
22 | | implement this Section. |
23 | | Section 99. Effective date. This Act takes effect upon |
24 | | becoming law. |
