1 | | AN ACT concerning State government. |
2 | | Be it enacted by the People of the State of Illinois, |
3 | | represented in the General Assembly: |
4 | | Section 1. Short title. This Act may be cited as the |
5 | | Prohibition on Taxpayer Funding of Guaranteed Income Act. |
6 | | Section 5. Units of government prohibited from using |
7 | | taxpayer money for guaranteed income programs. |
8 | | (a) Notwithstanding any other provision of law, on and |
9 | | after July 1, 2024, no unit of government may use taxpayer |
10 | | funds to finance a guaranteed income program. |
11 | | (b) This Section is a denial and limitation of home rule |
12 | | powers and functions under subsection (g) of Section 6 of |
13 | | Article VII of the Illinois Constitution. |
14 | | (c) As used in this Section: |
15 | | "Unit of government" means the State or any agency, |
16 | | instrumentality, or political subdivision of the State. |
17 | | "Guaranteed income program" means a program that provides |
18 | | regular cash payments or compensation in the form of a |
19 | | taxpayer-funded credit to any members of a community. |
20 | | Section 99. Effective date. This Act takes effect on July |
21 | | 1, 2024. |
