2 | | Be it enacted by the People of the State of Illinois, |
3 | | represented in the General Assembly: |
4 | | Section 5. The Illinois Vehicle Code is amended by |
5 | | changing Sections 3-606, 3-606.1, 3-606.5, 3-607, 3-610, |
6 | | 3-610.1, 3-611.5, 3-613, 3-615, 3-616, 3-627, 3-629, 3-630, |
7 | | 3-631, 3-632, 3-635, 3-636, 3-637, 3-639, 3-640, 3-641, 3-643, |
8 | | 3-644, 3-646, 3-648, 3-649, 3-652, 3-653, 3-654, 3-655, 3-657, |
9 | | 3-659, 3-660, 3-662, 3-664, 3-665, 3-666, 3-670, 3-671, 3-672, |

16 | | Sec. 3-606. Members of General Assembly. Upon receipt of a |
17 | | request of a member of the General Assembly, accompanied by |
18 | | the appropriate application and fee, the Secretary of State |
19 | | shall issue to the member 2 plates as described in this |
20 | | Section. The special plates issued under this Section shall be |
21 | | affixed only to passenger vehicles of the first division, |
22 | | motorcycles, and motor vehicles of the second division |
23 | | weighing not more than 8,000 pounds. Except as otherwise |

1 | | provided in this Section, if the member so requests, the |
2 | | Secretary shall issue 2 sets of such registration plates for |
3 | | use on 2 different motor vehicles. A member may request that |
4 | | the Secretary of State issue registration plates in the name |
5 | | of a corporation when the corporation owns or leases the |
6 | | vehicle to be registered and the member is an officer or |
7 | | director of that corporation. Such registration plates shall |
8 | | be issued for a 2-year period beginning January 1 of each |
9 | | odd-numbered year and ending December 31 of the subsequent |
10 | | even-numbered year. If the application is from a member of the |
11 | | Senate, there shall appear on the rear plate, in addition to |
12 | | the designation of the State and the year for which the license |
13 | | was issued, the word "official" and appropriate wording or |
14 | | abbreviation indicating that the holder is a member of the |
15 | | Senate, followed by the number of the senatorial district of |
16 | | the member. On the front plate, there shall appear appropriate |
17 | | wording or abbreviation indicating that the holder is a member |
18 | | of the Senate. If the application is from a member of the House |
19 | | of Representatives, there shall appear on the rear plate, in |
20 | | addition to the designation of the State and the year for which |
21 | | the license was issued, the word "official" and appropriate |
22 | | wording or abbreviation indicating that the holder is a member |
23 | | of the House of Representatives, followed by the number |
24 | | assigned to the member. On the front plate, there shall appear |
25 | | appropriate wording or abbreviation indicating that the holder |
26 | | is a member of the House of Representatives. Numbers 1 through |

1 | | 118 shall be assigned and members with the longest length of |
2 | | service as members of the legislature shall be given the lower |
3 | | numbers. |
4 | | When members have an equal length of service, the lower |
5 | | numbers shall be given in alphabetical order based on |
6 | | surnames. |
7 | | A member of the General Assembly who has a disability as |
8 | | defined under Section 1-159.1 may request one set of |
9 | | specialized plates which display the International Symbol of |
10 | | Access and shall be subject to the provisions within Section |
11 | | 3-616. The set of specialized plates displaying the |
12 | | International Symbol of Access shall only be issued along with |
13 | | the assignment of a corresponding disability placard that must |
14 | | be displayed in the vehicle. The surviving spouse of the |
15 | | member shall not be entitled to retain this plate. |

18 | | Sec. 3-606.1. Retired members of the General Assembly. |
19 | | Upon receipt of a request from a retired member of the General |
20 | | Assembly, accompanied by the appropriate application and fee, |
21 | | the Secretary of State shall issue to such retired member |
22 | | plates bearing appropriate wording or abbreviations indicating |
23 | | that the holder is a retired member of the General Assembly. |
24 | | The special plates issued under this Section shall be affixed |
25 | | only to passenger vehicles of the first division, motorcycles, |

1 | | and motor vehicles of the second division weighing not more |
2 | | than 8,000 pounds. Such plates may be issued for a 2-year 2 |
3 | | year period beginning January 1st of each odd-numbered year |
4 | | and ending December 31st of the subsequent even-numbered year. |
5 | | Except as otherwise provided in this Section, upon the death |
6 | | of a retired member who has been issued a retired member of the |
7 | | General Assembly plate, that member's surviving spouse shall |
8 | | be entitled to retain the plate so long as the surviving spouse |
9 | | is a resident of Illinois and transfers the registration to |
10 | | his or her name within 90 days of the death of the retired |
11 | | member. |
12 | | A retired member of the General Assembly who has a |
13 | | disability as defined under Section 1-159.1 may request one |
14 | | set of specialized plates which display the International |
15 | | Symbol of Access and shall be subject to the provisions within |
16 | | Section 3-616. The set of specialized plates displaying the |
17 | | International Symbol of Access shall only be issued along with |
18 | | the assignment of a corresponding disability placard that must |
19 | | be displayed in the vehicle. The surviving spouse of the |
20 | | retired member shall not be entitled to retain this plate. |
21 | | "Retired member" means any individual who (a) has served |
22 | | as a member of the General Assembly for a minimum of 6 years, |
23 | | or (b) is 62 or older, has served as a member of the General |
24 | | Assembly for a minimum of 4 years, and retired prior to the |
25 | | convening of the 83rd General Assembly. |

1 | | retired members of the General Assembly shall be the same as |
2 | | the fees and procedures applicable to personalized plates |
3 | | issued under this Code. |

6 | | Sec. 3-606.5. Retired Executive Branch Constitutional |
7 | | Officers. Upon receipt of a request from a retired executive |
8 | | branch constitutional officer, accompanied by the appropriate |
9 | | application and fee, the Secretary of State shall issue to the |
10 | | retired executive branch constitutional officer plates bearing |
11 | | appropriate wording or abbreviations indicating that the |
12 | | holder is a retired executive branch constitutional officer |
13 | | and the office held. The special plates issued under this |
14 | | Section shall be affixed only to passenger vehicles of the |
15 | | first division, motorcycles, and motor vehicles of the second |
16 | | division weighing not more than 8,000 pounds. Such plates may |
17 | | be issued for a 2-year period beginning on January 1 of each |
18 | | odd-numbered year and ending on December 31 of the subsequent |
19 | | even-numbered year. Upon the death of a retired executive |
20 | | branch constitutional officer who has been issued a retired |
21 | | executive branch constitutional officer plate, the retired |
22 | | executive branch constitutional officer's surviving spouse |
23 | | shall be entitled to retain the plate so long as the surviving |
24 | | spouse is a resident of Illinois and transfers the |
25 | | registration to his or her name within 90 days of the death of |

2 | | purposes of this Section, "retired executive branch |
3 | | constitutional officer" means any individual who has served at |
4 | | least one full term of office as (i) Governor; (ii) Lieutenant |
5 | | Governor; (iii) Attorney General; (iv) Secretary of State; (v) |
6 | | Comptroller; or (vi) Treasurer; and who was not removed from |
7 | | office pursuant to Section 14 of Article IV of the Illinois |
8 | | Constitution of 1970. |

11 | | Sec. 3-607. Amateur radio operators. Amateur radio |
12 | | operators may obtain the issuance of registration plates or |
13 | | digital registration plates for motor vehicles of the first |
14 | | division, motorcycles, and second division motor vehicles |
15 | | under 8,000 pounds, corresponding to their call letters, |
16 | | provided they make application therefor, which is subject to |
17 | | the staggered registration system, prior to October 1st of the |
18 | | final year of the current registration plate or digital |
19 | | registration plate term and pay an additional fee of $4. |

22 | | Sec. 3-610. Members of Congress. Upon receiving an |
23 | | application for a certificate of registration for a motor |
24 | | vehicle from a member of the Congress of the United States from |

1 | | Illinois, accompanied with payments of the registration fees |
2 | | and taxes required under this Act, the Secretary of State |
3 | | instead of issuing to such member number plates as hereinabove |
4 | | provided, shall, if such member so requests, issue to him two |
5 | | number plates as described in this Section. The special plates |
6 | | issued under this Section shall be affixed only to passenger |
7 | | vehicles of the first division, motorcycles, and motor |
8 | | vehicles of the second division weighing not more than 8,000 |
9 | | pounds. Two duplicate sets of these number plates may be |
10 | | issued if requested and may be used on 2 different motor |
11 | | vehicles. There shall appear, in addition to the designation |
12 | | of the State and the year for which such license was issued, if |
13 | | he is a member of the House of Representatives, the number of |
14 | | the congressional district of such member in the center of the |
15 | | plate followed in the next line by the words "U. S. |
16 | | Congressperson"; if he is the senior Senator from Illinois, |
17 | | the number 1 shall be in the center of the plate followed in |
18 | | the next line by the word "Senator"; and if he is the junior |
19 | | Senator, the number 2 shall be in the center of the plate |
20 | | followed in the next line by the word "Senator". |
21 | | Such plates may be issued for a 2-year 2 year period |
22 | | beginning January 1st of each odd-numbered year and ending |
23 | | December 31st of the subsequent even-numbered years. |

1 | | Sec. 3-610.1. Retired members of the Illinois |
2 | | congressional delegation. Upon receipt of a request from a |
3 | | retired member of the Illinois congressional delegation, |
4 | | accompanied by the appropriate application and fee, the |
5 | | Secretary of State shall issue to the retired member special |
6 | | registration plates bearing appropriate wording or |
7 | | abbreviations indicating that the holder is a retired member |
8 | | of the Illinois congressional delegation. The plates may be |
9 | | issued for a 2-year 2 year period beginning January 1st of each |
10 | | odd-numbered year and ending December 31st of the subsequent |
11 | | even-numbered year. The special plates issued under this |
12 | | Section shall be affixed only to passenger vehicles of the |
13 | | first division, motorcycles, and motor vehicles of the second |
14 | | division weighing not more than 8,000 pounds. |
15 | | An applicant shall be charged a $15 fee for original |
16 | | issuance in addition to the applicable registration fee. This |
17 | | additional fee shall be deposited into the Secretary of State |
18 | | Special License Plate Fund. For each registration renewal |
19 | | period, a $2 fee, in addition to the appropriate registration |
20 | | fee, shall be charged and shall be deposited into the Retired |
21 | | Members of the Illinois Congressional Delegation Fund. |
22 | | A retired member of the Illinois Congressional delegation |
23 | | who has a disability as defined under Section 1-159.1 may |
24 | | request one set of specialized plates which display the |
25 | | International Symbol of Access and shall be subject to the |
26 | | provisions within Section 3-616. The set of specialized plates |

9 | | of Illinois. The term does not include an individual who is |
10 | | serving in the U.S. Senate or U.S. House of Representatives. |

13 | | Sec. 3-611.5. Fire Chief license plates. |
14 | | (a) The Secretary, upon receipt of a request from a |
15 | | municipality or fire protection district that operates a fire |
16 | | department, accompanied by an application and the appropriate |
17 | | fee, may issue, to a fire chief, deputy fire chief, and |
18 | | assistant fire chief of each municipal fire department or fire |
19 | | protection district, special registration plates designated as |
20 | | Fire Chief license plates. The special plates issued under |
21 | | this Section shall be affixed only to passenger vehicles of |
22 | | the first division , motorcycles, or motor vehicles of the |
23 | | second division weighing not more than 8,000 pounds, owned by |
24 | | the fire department or the fire chief, deputy fire chief, or |
25 | | assistant fire chief of the fire department. Plates issued |

1 | | under this Section shall expire according to the multi-year |
2 | | procedure established by Section 3-414.1 of this Code. |
3 | | (b) The design and color of the special plates shall be |
4 | | wholly within the discretion of the Secretary. The plates are |
5 | | not required to designate "Land of Lincoln" as prescribed in |
6 | | subsection (b) of Section 3-412 of this Code. The Secretary |
7 | | may prescribe rules governing the requirements and approval of |
8 | | the special plates. The fee for this plate for a vehicle owned |
9 | | by the fire chief, deputy fire chief, or assistant fire chief |
10 | | shall be the same as the fee prescribed for first division |
11 | | vehicles in Section 3-806 of this Code. Permanent license |
12 | | plates for fire chief, deputy fire chief, or assistant fire |
13 | | chief vehicles owned by a municipal fire department or fire |
14 | | protection district shall be issued at the fee prescribed in |
15 | | Section 3-808.1(b). |
16 | | (c) Any fire chief, deputy fire chief, or assistant fire |
17 | | chief operating warning devices as described in paragraph 2.1 |
18 | | of subsection (a) of Section 12-215 or subsection (b) of |
19 | | Section 12-601 upon a vehicle not owned by a municipality or |
20 | | fire protection district shall display license plates as |
21 | | described in this Section. |
22 | | (d) With the exception of permanently issued license |
23 | | plates, upon the resignation, termination, or reassignment to |
24 | | a rank other than fire chief, deputy fire chief, or assistant |
25 | | fire chief, a person issued plates under this Section shall |
26 | | immediately surrender the license plate to the Secretary of |

1 | | State. The Secretary of State shall have the ability to |
2 | | recover license plates issued under this Section. |

5 | | Sec. 3-613. Special inaugural license plate. Any resident |
6 | | of Illinois, being a member of the Official Presidential |
7 | | Inaugural Committee, may, during the period from January |
8 | | through February 15th of any year in which the President of the |
9 | | United States is being inaugurated, display a special |
10 | | inaugural license plate furnished by such person in lieu of |
11 | | the current and valid Illinois license plate issued to a motor |
12 | | vehicle of the first division or motorcycle owned by such |
13 | | person, provided that the official inaugural credentials or a |
14 | | valid certificate thereof acceptable to the Secretary of State |
15 | | and the valid and current Illinois license plates and |
16 | | registration card issued to such motor vehicle are |
17 | | simultaneously carried within such vehicle and available for |
18 | | inspection. |

21 | | Sec. 3-615. Honorary Consular License Plate. The |
22 | | Secretary, upon receipt of an application made on the form |
23 | | prescribed by the Secretary of State, may issue Illinois |
24 | | Honorary Consular license plates to any person who is a |

1 | | non-resident and an official or employee of the Coordination |
2 | | Council for North American Affairs as recognized in the Taiwan |
3 | | Relation Act, Public Law 96-8, and serving that |
4 | | instrumentality and temporarily residing in this State. The |
5 | | special plates issued under this Section shall be affixed only |
6 | | to passenger vehicles of the first division, motorcycles, and |
7 | | motor vehicles of the second division weighing not more than |
8 | | 8,000 pounds. In addition, these plates may be issued to |
9 | | United States nationals or permanent residents who are |
10 | | appointed Honorary Consular officers and confirmed by the |
11 | | Federal Department of State. |
12 | | Such registration plates may be issued for a 2-year 2 year |
13 | | period beginning January 1 of each odd-numbered year and |
14 | | ending December 31 of the subsequent even-numbered year. |
15 | | Applicants shall verify their status as Honorary Consular or |
16 | | Taiwanese representatives on forms provided by the Department |
17 | | of State. |
18 | | In the event any holder of such registration plates or |
19 | | card leaves this State or no longer serves as an Honorary |
20 | | Consular or Taiwanese official or employee, the registration |
21 | | plates and card issued to such persons shall terminate and the |
22 | | owner shall remove such plates from the vehicle so registered |
23 | | and return them and the registration card to the Secretary of |
24 | | State. Such plates may not be transferred to any other person |
25 | | by the holder or owner. |

2 | | Sec. 3-616. Disability license plates. |
3 | | (a) Upon receiving an application for a certificate of |
4 | | registration for a motor vehicle of the first division , a |
5 | | motorcycle, or for a motor vehicle of the second division |
6 | | weighing no more than 8,000 pounds, accompanied with payment |
7 | | of the registration fees required under this Code from a |
8 | | person with disabilities or a person who is deaf or hard of |
9 | | hearing, the Secretary of State, if so requested, shall issue |
10 | | to such person registration plates as provided for in Section |
11 | | 3-611, provided that the person with disabilities or person |
12 | | who is deaf or hard of hearing must not be disqualified from |
13 | | obtaining a driver's license under subsection 8 of Section |
14 | | 6-103 of this Code, and further provided that any person |
15 | | making such a request must submit a statement, certified by a |
16 | | licensed physician, by a licensed physician assistant, or by a |
17 | | licensed advanced practice registered nurse, to the effect |
18 | | that such person is a person with disabilities as defined by |
19 | | Section 1-159.1 of this Code, or alternatively provide |
20 | | adequate documentation that such person has a Class 1A, Class |
21 | | 2A or Type Four disability under the provisions of Section 4A |
22 | | of the Illinois Identification Card Act. For purposes of this |
23 | | Section, an Illinois Person with a Disability Identification |
24 | | Card issued pursuant to the Illinois Identification Card Act |
25 | | indicating that the person thereon named has a disability |

1 | | shall be adequate documentation of such a disability. |
2 | | (b) The Secretary shall issue plates under this Section to |
3 | | a parent or legal guardian of a person with disabilities if the |
4 | | person with disabilities has a Class 1A or Class 2A disability |
5 | | as defined in Section 4A of the Illinois Identification Card |
6 | | Act or is a person with disabilities as defined by Section |
7 | | 1-159.1 of this Code, and does not possess a vehicle |
8 | | registered in his or her name, provided that the person with |
9 | | disabilities relies frequently on the parent or legal guardian |
10 | | for transportation. Only one vehicle per family may be |
11 | | registered under this subsection, unless the applicant can |
12 | | justify in writing the need for one additional set of plates. |
13 | | Any person requesting special plates under this subsection |
14 | | shall submit such documentation or such physician's, physician |
15 | | assistant's, or advanced practice registered nurse's statement |
16 | | as is required in subsection (a) and a statement describing |
17 | | the circumstances qualifying for issuance of special plates |
18 | | under this subsection. An optometrist may certify a Class 2A |
19 | | Visual Disability, as defined in Section 4A of the Illinois |
20 | | Identification Card Act, for the purpose of qualifying a |
21 | | person with disabilities for special plates under this |
22 | | subsection. |
23 | | (c) The Secretary may issue a parking decal or device to a |
24 | | person with disabilities as defined by Section 1-159.1 without |
25 | | regard to qualification of such person with disabilities for a |
26 | | driver's license or registration of a vehicle by such person |

1 | | with disabilities or such person's immediate family, provided |
2 | | such person with disabilities making such a request has been |
3 | | issued an Illinois Person with a Disability Identification |
4 | | Card indicating that the person named thereon has a Class 1A or |
5 | | Class 2A disability, or alternatively, submits a statement |
6 | | certified by a licensed physician, or by a licensed physician |
7 | | assistant or a licensed advanced practice registered nurse as |
8 | | provided in subsection (a), to the effect that such person is a |
9 | | person with disabilities as defined by Section 1-159.1. An |
10 | | optometrist may certify a Class 2A Visual Disability as |
11 | | defined in Section 4A of the Illinois Identification Card Act |
12 | | for the purpose of qualifying a person with disabilities for a |
13 | | parking decal or device under this subsection. |
14 | | (d) The Secretary shall prescribe by rules and regulations |
15 | | procedures to certify or re-certify as necessary the |
16 | | eligibility of persons whose disabilities are other than |
17 | | permanent for special plates or parking decals or devices |
18 | | issued under subsections (a), (b) and (c). Except as provided |
19 | | under subsection (f) of this Section, no such special plates, |
20 | | decals or devices shall be issued by the Secretary of State to |
21 | | or on behalf of any person with disabilities unless such |
22 | | person is certified as meeting the definition of a person with |
23 | | disabilities pursuant to Section 1-159.1 or meeting the |
24 | | requirement of a Type Four disability as provided under |
25 | | Section 4A of the Illinois Identification Card Act for the |
26 | | period of time that the physician, or the physician assistant |

1 | | or advanced practice registered nurse as provided in |
2 | | subsection (a), determines the applicant will have the |
3 | | disability, but not to exceed 6 months from the date of |
4 | | certification or recertification. |
5 | | (e) Any person requesting special plates under this |
6 | | Section may also apply to have the special plates |
7 | | personalized, as provided under Section 3-405.1. |
8 | | (f) The Secretary of State, upon application, shall issue |
9 | | disability registration plates or a parking decal to |
10 | | corporations, school districts, State or municipal agencies, |
11 | | limited liability companies, nursing homes, convalescent |
12 | | homes, or special education cooperatives which will transport |
13 | | persons with disabilities. The Secretary shall prescribe by |
14 | | rule a means to certify or re-certify the eligibility of |
15 | | organizations to receive disability plates or decals and to |
16 | | designate which of the 2 person with disabilities emblems |
17 | | shall be placed on qualifying vehicles. |

8 | | Secretary of State may, at his or her discretion, issue the |
9 | | plates for any public college or university located in this |
10 | | State or for any degree-granting, not-for-profit private |
11 | | college or university located in this State or a contiguous |
12 | | state. If the college or university is located in a contiguous |
13 | | state, there must be not less than 10,000 alumni of the college |
14 | | or university residing in this State. The Secretary may, in |
15 | | his or her discretion, allow the plates to be issued as vanity |
16 | | plates or personalized in accordance with Section 3-405.1 of |
17 | | this Code. The plates are not required to designate "Land Of |
18 | | Lincoln", as prescribed in subsection (b) of Section 3-412 of |
19 | | this Code. The Secretary shall prescribe the eligibility |
20 | | requirements including a minimum level of specialized license |
21 | | plates requests and, in his or her discretion, shall approve |
22 | | and prescribe stickers or decals as provided under Section |

20 | | (d) The State College and University Trust Fund is created |
21 | | as a special fund in the State treasury. The State Treasurer |

23 | | University Trust Fund for each public university or college |

20 | | Conservation District Fund is dissolved, and any future |
21 | | deposits due to that Fund and any outstanding obligations or |

14 | | Section shall be affixed only to passenger vehicles of the |
15 | | first division , motorcycles, or motor vehicles of the second |
16 | | division weighing not more than 8,000 pounds. Plates under |
17 | | this Section shall expire according to the multi-year |
18 | | procedure established by Section 3-414.1 of this Code. |
19 | | (b) The design and color of the special plates shall be |
20 | | wholly within the discretion of the Secretary. Appropriate |
21 | | documentation, as determined by the Secretary, shall accompany |
22 | | each application. |
23 | | (c) An applicant shall be charged a $26 fee for the |
24 | | original issuance in addition to the appropriate registration |
25 | | fee, if applicable. Of this fee, $11 shall be deposited into |

12 | | (a) In addition to any other special license plate, the |
13 | | Secretary, upon receipt of all applicable fees and |
14 | | applications made in the form prescribed by the Secretary of |
15 | | State, may issue United Nations Protection Force license |
16 | | plates to residents of this State who served in the United |
17 | | Nations Protection Force in Yugoslavia. The special United |
18 | | Nations Protection Force plate issued under this Section shall |
19 | | be affixed only to passenger vehicles of the first division , |
20 | | motorcycles, and motor vehicles of the second division |
21 | | weighing not more than 8,000 pounds. Plates issued under this |
22 | | Section shall expire according to the staggered multi-year |
23 | | procedure established by Section 3-414.1 of this Code. |
24 | | (b) The design, color, and format of the plates shall be |

1 | | Secretary may, in his or her discretion, allow the plates to be |
2 | | issued as vanity plates or personalized in accordance with |
3 | | Section 3-405.1 of this Code. The plates are not required to |
4 | | designate "Land of Lincoln", as prescribed in subsection (b) |
5 | | of Section 3-412 of this Code. The Secretary shall approve and |
6 | | prescribe stickers or decals as provided under Section 3-412. |
7 | | (c) An applicant shall be charged a $15 fee for original |
8 | | issuance in addition to the applicable registration fee. This |
9 | | additional fee shall be deposited into the Secretary of State |
10 | | Special License Plate Fund. For each registration renewal |
11 | | period, a $2 fee, in addition to the appropriate registration |
12 | | fee, shall be charged and shall be deposited into the |
13 | | Secretary of State Special License Plate Fund. |
