1 | AN ACT concerning education. | ||||||||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois, | ||||||||||||||||||||||||
3 | represented in the General Assembly: | ||||||||||||||||||||||||
4 | Section 5. The School Code is amended by changing Section | ||||||||||||||||||||||||
5 | 27-23.1 as follows: | ||||||||||||||||||||||||
6 | (105 ILCS 5/27-23.1) (from Ch. 122, par. 27-23.1) | ||||||||||||||||||||||||
7 | Sec. 27-23.1. Parenting education. | ||||||||||||||||||||||||
8 | (a) The State Board of Education must assist each school | ||||||||||||||||||||||||
9 | district that offers an evidence-based parenting education | ||||||||||||||||||||||||
10 | model. School districts may provide instruction in parenting | ||||||||||||||||||||||||
11 | education for grades 6 through 8 12 and include such | ||||||||||||||||||||||||
12 | instruction in the courses of study regularly taught therein. | ||||||||||||||||||||||||
13 | School districts shall provide instruction in parenting | ||||||||||||||||||||||||
14 | education for grades 9 through 12 and include such instruction | ||||||||||||||||||||||||
15 | in the courses of study regularly taught therein. School | ||||||||||||||||||||||||
16 | districts may give regular school credit for satisfactory | ||||||||||||||||||||||||
17 | completion by the student of such courses. | ||||||||||||||||||||||||
18 | As used in this subsection (a), "parenting education" | ||||||||||||||||||||||||
19 | means and includes instruction in the following: | ||||||||||||||||||||||||
20 | (1) Child growth and development, including prenatal | ||||||||||||||||||||||||
21 | development. | ||||||||||||||||||||||||
22 | (2) Childbirth and child care. | ||||||||||||||||||||||||
23 | (3) Family structure, function , and management. |

1 | (4) Prenatal and postnatal care for mothers and | ||||||
2 | infants. | ||||||
3 | (5) Prevention of child abuse. | ||||||
4 | (6) The physical, mental, emotional, social, economic , | ||||||
5 | and psychological aspects of interpersonal and family | ||||||
6 | relationships. | ||||||
7 | (7) Parenting skill development. | ||||||
8 | The State Board of Education shall assist those districts | ||||||
9 | offering parenting education instruction, upon request, in | ||||||
10 | developing instructional materials, training teachers, and | ||||||
11 | establishing appropriate time allotments for each of the areas | ||||||
12 | included in such instruction. | ||||||
13 | School districts may offer parenting education courses | ||||||
14 | during that period of the day which is not part of the regular | ||||||
15 | school day. Residents of the school district may enroll in | ||||||
16 | such courses. The school board may establish fees and collect | ||||||
17 | such charges as may be necessary for attendance at such | ||||||
18 | courses in an amount not to exceed the per capita cost of the | ||||||
19 | operation thereof, except that the board may waive all or part | ||||||
20 | of such charges if it determines that the individual is | ||||||
21 | indigent or that the educational needs of the individual | ||||||
22 | requires his or her attendance at such courses. | ||||||
23 | (b) Beginning with the 2019-2020 school year, from | ||||||
24 | appropriations made for the purposes of this Section, the | ||||||
25 | State Board of Education shall implement and administer a | ||||||
26 | 7-year pilot program supporting the health and wellness |

1 | student-learning requirement by utilizing a unit of | ||||||
2 | instruction on parenting education in participating school | ||||||
3 | districts that maintain grades 9 through 12, to be determined | ||||||
4 | by the participating school districts. The program is | ||||||
5 | encouraged to include, but is not be limited to, instruction | ||||||
6 | on (i) family structure, function, and management, (ii) the | ||||||
7 | prevention of child abuse, (iii) the physical, mental, | ||||||
8 | emotional, social, economic, and psychological aspects of | ||||||
9 | interpersonal and family relationships, and (iv) parenting | ||||||
10 | education competency development that is aligned to the social | ||||||
11 | and emotional learning standards of the student's grade level. | ||||||
12 | Instruction under this subsection (b) may be included in the | ||||||
13 | Comprehensive Health Education Program set forth under Section | ||||||
14 | 3 of the Critical Health Problems and Comprehensive Health | ||||||
15 | Education Act. The State Board of Education is authorized to | ||||||
16 | make grants to school districts that apply to participate in | ||||||
17 | the pilot program under this subsection (b). The provisions of | ||||||
18 | this subsection (b), other than this sentence, are inoperative | ||||||
19 | at the conclusion of the pilot program. | ||||||
