AMENDMENT TO HOUSE BILL 5450

2    AMENDMENT NO. ______. Amend House Bill 5450 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Pension Code is amended by
5changing Section 15-158.3 as follows:
 
6    (40 ILCS 5/15-158.3)
7    Sec. 15-158.3. Reports on cost reduction; effect on
8retirement at any age with 30 years of service.
9    (a) On or before November 15, 2001 and on or before
10November 15th of each year thereafter, the Board shall have
11the System's actuary prepare a report showing, on a fiscal
12year by fiscal year basis, the actual rate of participation in
13the self-managed plan authorized by Section 15-158.2, (i) by
14employees of the System's covered higher educational
15institutions who were hired on or after the implementation
16date of the self-managed plan and (ii) by other System

1participants.
2    (b) On or before November 15th of 2001 and on or before
3November 15th of each year thereafter, the Illinois Board of
4Higher Education, in conjunction with the Bureau of the Budget
5(now Governor's Office of Management and Budget) shall prepare
6a report showing, on a fiscal year by fiscal year basis, the
7amount by which the costs associated with compensable sick
8leave have been reduced as a result of the termination of
9compensable sick leave accrual on and after January 1, 1998 by
10employees of higher education institutions who are
11participants in the System.
12    (c) (Blank).
13    (d) The report required under subsection (b) shall be
14disseminated to the Board, the Pension Laws Commission (until
15it ceases to exist), the Commission on Government Forecasting
16and Accountability, the Illinois Board of Higher Education,
17and the Governor.
18    (e) The report required under subsection (b) shall be
19taken into account by the Pension Laws Commission (or its
20successor, the Commission on Government Forecasting and
21Accountability) in making any recommendation to extend by
22legislation beyond December 31, 2002 the provision that allows
23a System participant to retire at any age with 30 or more years
24of service as authorized in Section 15-135.
25    (f) On and after December 31, 2026, subsections (b), (d),
26and (e) are inoperative.

2    Section 10. The Higher Education Veterans Service Act is
3amended by changing Section 20 as follows:
 
4    (110 ILCS 49/20)
5    Sec. 20. Expenditure Fiscal impact and reporting. Each
6October 15 September 1, each public college and university
7that is required to have a Coordinator of Veterans and
8Military Personnel Student Services under subsection (b) of
9Section 20 of this Act shall report to the Board of Higher
10Education, in collaboration with the Illinois Community
11College Board, on the expenditures for the prior fiscal year
12for on the fiscal impact of the programs and services related
13to the requirements of this Act and on the efforts of the
14public college or university in attracting, recruiting, and
15retaining veterans and military personnel.
16    The Board of Higher Education shall compile the
17information and, within 60 days after receipt of such
18information, issue a report reflecting the information for
19each institution required to report under this Section. The
20report must be filed with the Governor, the Governor's Office
21of Management and Budget, the Director of Veterans' Affairs,
22the Executive Director of the Illinois Community College
23Board, the Speaker of the House of Representatives, the
24President of the Senate, the Minority Leader of the House of
