SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Microfiber Filter Rebate Act. Requires the Environmental Protection Agency to establish and implement a program to provide rebates to residents of the State for the purchase of a microfiber washing machine filter or a replacement microfiber washing machine filter. Provides that the one-time rebate shall not exceed the lesser of the cost of the microfiber washing machine filter or replacement filter or $100. Requires the Agency to advertise the availability of rebates on its website. Requires the Agency to adopt rules to implement the Act. Requires the Agency, 2 years after the effective date of the Act and annually thereafter, to submit a report to the Governor and the General Assembly. Effective immediately.

1    AN ACT concerning safety.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Microfiber Filter Rebate Act.
 
6    Section 5. Definitions. As used in this Act:
7    "Agency" means the Environmental Protection Agency.
8    "Microfiber washing machine filter" or "microfiber filter"
9means a washing machine filter that (i) is capable of reducing
10by at least 90% the mass of microfibers that would otherwise be
11emitted by the washing machine as a result of the operation of
12the washing machine and (ii) has a mesh size that is capable of
13capturing microfibers larger than 50 microns.
 
14    Section 10. Microfiber filter rebate program.
15    (a) No later than one year after the effective date of this
16Act and subject to appropriation, the Agency shall establish
17and implement a program to provide rebates to residents of the
18State for the purchase of a microfiber washing machine filter
19or a replacement microfiber washing machine filter. The
20purpose of the rebate program shall be to encourage the
21purchase of microfiber washing machine filters and replacement
22filters and reduce the amount of microfiber pollution in the

1State.
2    (b) The Agency shall issue a one-time rebate to any
3resident of the State who purchases an eligible microfiber
4washing machine filter or replacement filter, as determined by
5the Agency, submits a complete application for the rebate, in
6a manner and form determined by the Agency, and meets the
7requirements set forth in this Section and in any rules
8adopted by the Agency under subsection (f).
9    (c) The amount of the rebate shall not exceed the lesser
10of:
11        (1) the cost of the microfiber washing machine filter
12    or replacement filter; or
13        (2) $100.
14    (d) The Agency shall determine the types or brands of
15microfiber washing machine filters and replacement filters
16that are eligible for the rebate provided under this Section
17and the manner and form for residents to apply for and, if
18eligible, receive a rebate under this Section.
19    (e) The Agency shall advertise the availability of rebates
20under this Section on its website and update the information
21as necessary.
22    (f) The Agency shall adopt rules as may be necessary for
23the implementation of the rebate program established under
24this Section.
25    (g) No later than 2 years after the effective date of this
26Act, and annually thereafter, the Agency shall prepare and

1submit to the Governor and, in accordance with Section 3.1 of
2the General Assembly Organization Act, to the General
3Assembly, a report that includes, at a minimum:
4        (1) a summary of the effectiveness of the rebate
5    program in encouraging the purchase of microfiber washing
6    machine filters and replacement filters and minimizing
7    microfiber pollution in the State;
8        (2) the total number of rebates provided during the
9    year;
10        (3) the total amount of money spent on the provision
11    of rebates during the year;
12        (4) the amount of funding still available for the
13    provision of rebates in future years;
14        (5) recommendations to improve the effectiveness of
15    the rebate program; and
16        (6) recommendations concerning whether additional
17    funding is needed to continue the rebate program.
 
18    Section 99. Effective date. This Act takes effect upon
19becoming law.
