HOUSE JOINT RESOLUTION

 
2    WHEREAS, Subsection (b) of Section 25-10 of the State
3Officials and Employees Ethics Act (5 ILCS 430/25-10) requires
4the Legislative Ethics Commission to diligently search for
5qualified candidates for the Legislative Inspector General
6position and to make recommendations to the General Assembly,
7which shall appoint a Legislative Inspector General by joint
8resolution; and
 
9    WHEREAS, Subsection (b) of Section 25-10 further states
10that the Legislative Inspector General shall be selected
11solely on the basis of integrity and demonstrated ability and
12sets forth the necessary educational and employment criteria;
13and
 
14    WHEREAS, The Honorable Michael P. McCuskey was appointed
15to serve as Legislative Inspector General on February 23, 2022
16to complete a 5-year term that expires on June 30, 2023 and has
17communicated to the Legislative Ethics Commission his
18willingness to be reappointed to serve as Legislative
19Inspector General for a 5-year term that begins on July 1, 2023
20and ends on June 30, 2028; and
 
21    WHEREAS, At its last meeting, the Legislative Ethics
22Commission unanimously voted to recommend that the General

1Assembly retain Judge McCuskey as Legislative Inspector
2General; and
 
3    WHEREAS, Judge McCuskey is an individual of high integrity
4and demonstrated ability who, as a former public defender and
5judge, has led an exemplary career of public service that more
6than qualifies him to continue serving as the Legislative
7Inspector General; and
 
8    WHEREAS, A native of Peoria, Judge McCuskey was admitted
9to the Illinois bar in 1975 and has dedicated his professional
10life to work that has demonstrated his commitment to
11integrity, professionalism, and ethics; and
 
12    WHEREAS, After serving for over a decade as the chief
13public defender in Marshall County, Judge McCuskey was elected
14in 1988 as an Illinois circuit court judge for the Tenth
15Judicial Circuit; and
 
16    WHEREAS, Judge McCuskey was elected to the Illinois
17Appellate Court for the Third Judicial District in 1990, where
18he served until 1998; and
 
19    WHEREAS, Judge McCuskey was nominated for the United
20States District Court for the Central District of Illinois by
21President Bill Clinton and confirmed by a

1Republican-controlled United States Senate in 1998, serving as
2Chief Judge of the District from 2004 to 2012; and
 
3    WHEREAS, Upon retirement from the federal bench in 2014,
4Judge McCuskey was appointed by the Illinois Supreme Court to
5serve again as a State circuit court judge for the Tenth
6Judicial District, a post to which he was subsequently elected
7by voters in 2016; and
 
8    WHEREAS, Judge McCuskey retired from the court in 2020;
9and
 
10    WHEREAS, Judge McCuskey served on the Illinois Supreme
11Court's Commission on Professionalism for nearly 15 years,
12first as a commissioner and then as an advisor until he
13retired; and
 
14    WHEREAS, Judge McCuskey currently serves on the Board of
15Directors of the Illinois Judges Association and formerly
16served as Chairman of the Illinois State University Board of
17Trustees; and
 
18    WHEREAS, Judge McCuskey's extensive experience,
19appointments, and professional activities overwhelmingly
20qualify him for the position of Legislative Inspector General,
21an office that necessitates both keen intellect and insight

1into the personal and professional motivations of persons
2acting in the public realm; therefore, be it
 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5SENATE CONCURRING HEREIN, that we reappoint the Honorable
6Michael P. McCuskey as Legislative Inspector General in
7accordance with subsection (b) of Section 25-10 of the State
8Officials and Employees Ethics Act, endorsing him
9wholeheartedly as surpassing all statutory requirements and
10ensuring that his sterling character and dedication to
11government service will enhance the Office of Legislative
12Inspector General and benefit the administration of the
13ethical foundation on which Illinois legislators and
14legislative employees operate; and be it further
 
15    RESOLVED, That, in accordance with subsection (b) of
16Section 25-10 of the State Officials and Employees Ethics Act,
17the reappointment of Legislative Inspector General McCuskey
18takes effect upon the adoption of this joint resolution by the
19affirmative vote of three-fifths of the members elected to
20each house of the General Assembly, the certification of this
21joint resolution by the Speaker of the House of
22Representatives and the President of the Senate, and the
23filing of this joint resolution with the Secretary of State;
24and be it further

1    RESOLVED, That, in accordance with subsection (b) of
2Section 25-10 of the State Officials and Employees Ethics Act,
3Legislative Inspector General McCuskey's next term as
4Legislative Inspector General shall commence upon July 1, 2023
5and continue through June 30, 2028; and be it further
 
6    RESOLVED, That copies of this resolution be delivered to
7Legislative Inspector General McCuskey and the Legislative
8Ethics Commission.
