HOUSE RESOLUTION

 
2    WHEREAS, Every year, thousands of foster families across
3Illinois provide a temporary safe haven for children; and
 
4    WHEREAS, The purpose of foster care is to provide a safe
5and stable home for children in need, where they can grow and
6develop without fear of abuse or neglect; these families are
7critical in giving children homes and keeping them out of
8state facilities; and
 
9    WHEREAS, Children end up in foster care through no fault
10of their own, and regardless of their history, they all can
11achieve individual successes and happiness in life with the
12proper care and guidance; but first, they need the chance to
13grow in a nurturing, loving family; and
 
14    WHEREAS, The Supplemental Nutrition Assistance Program
15(SNAP) delivers more nutrition assistance to low-income
16children than any other federal program, making it the
17nation's largest child nutrition program; and
 
18    WHEREAS, SNAP provides a critical foundation for the
19health and well-being of America's children, lifting millions
20of families and their children out of poverty and improving
21food security; research shows that its support can have

1surprisingly important long-lasting effects; and
 
2    WHEREAS, Providing help to foster families can be the
3difference between whether they can continue to remain
4together or whether the children would have to be removed;
5therefore, be it
 
6    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
7HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
8we urge the federal government to allow all foster families to
9automatically qualify for Supplemental Nutrition Assistance
10Program benefits regardless of income; and be it further
 
11    RESOLVED, That suitable copies of this resolution be
12delivered to the President of the United States, the U.S.
13Senate Majority Leader, the U.S. Senate Minority Leader, the
14U.S. Speaker of the House, the U.S. House of Representatives
15Minority Leader, all members of the Illinois Congressional
16Delegation, and Deputy Under Secretary for USDA's Food,
17Nutrition, and Consumer Services Stacy Dean.
