HOUSE RESOLUTION

 
2    WHEREAS, Post consumer use tires are being burned as
3tire-derived fuel versus a more environmentally friendly
4option of being recycled; and
 
5    WHEREAS, Currently, there is a $2.50 tax when purchasing
6tires in Illinois, and an additional dollar is added when the
7purchase is made within the City of Chicago; this tax goes
8towards the proper disposal of tires to ensure they do not end
9up in cheap landfills; the tax helps get rid of tires by
10sending them to locations where they are used as fuel or are
11recycled; a larger portion of used tires are used as fuel
12simply because it is easier than recycling; tire-derived fuel
13produces the same amount of energy as fossil fuels and has the
14same negative carbon footprint; burning tires for fuel has the
15same negative impact on our environment as does the burning of
16fossil fuels; while it is better to burn tires for fuel versus
17sending them to landfill, a more effective option is to
18recycle the tires; and
 
19    WHEREAS, To ensure an increase in tires being recycled, a
20mandatory number of tires could be moved through recycling
21plants each year; with this type of requirement, tires would
22not be automatically sent to the cheapest location, and the
23current tax rate could be maintained, providing stability and

1certainty for those disposing of tires while engaging in more
2sustainable and environmentally-friendly practices;
3therefore, be it
 
4    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
5HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
6we urge the implementation of a requirement of a minimum limit
7of tires that must be recycled each year or a percentage of
8total tires disposed that must be sent to recycling
9facilities; and be it further
 
10    RESOLVED, That if companies are resistant to the possible
11increase of cost in sending used tires to recycling plants
12rather than fuel facilities then incentives should be adopted
13to encourage recycling; and be it further
 
14    RESOLVED, That to guarantee the progress of this change,
15Illinois should adopt monitoring and reporting for companies
16who dispose of tires.
