| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, It is the custom of the Illinois State Capitol | ||||||
| 3 | and its grounds to include many installations to reflect the | ||||||
| 4 | groups, the women, and the men who have at various times been | ||||||
| 5 | seen as memorable in the history of Illinois; and
| ||||||
| 6 | WHEREAS, Many of these Illinois State Capitol | ||||||
| 7 | installations are official portraits of individuals who have | ||||||
| 8 | served as Speakers of the Illinois House of Representatives, | ||||||
| 9 | an office designated by the Constitution of Illinois; and
| ||||||
| 10 | WHEREAS, The most recent ex-Speaker of the Illinois House | ||||||
| 11 | of Representatives, Michael J. Madigan, served as Speaker from | ||||||
| 12 | January 1983 until January 1995 and, again, from January 1997 | ||||||
| 13 | until January 2021; and
| ||||||
| 14 | WHEREAS, In the ordinary course of events, a portrait of | ||||||
| 15 | former Speaker Madigan would be painted or photographed and | ||||||
| 16 | hung in the Illinois State Capitol; and
| ||||||
| 17 | WHEREAS, It is also the statutory policy of the State of | ||||||
| 18 | Illinois that a series of Illinois State Capitol portraits may | ||||||
| 19 | be interrupted when there is good and sufficient reason to do | ||||||
| 20 | so; in subsection (b) of Section 212 of the State Designations | ||||||
| 21 | Act (5 ILCS 460/212(b)), an interruption of this type has been | ||||||
| |||||||
| |||||||
| 1 | inserted by statute into the series of the portraits of the | ||||||
| 2 | Governors of Illinois that hang in the south wing of the second | ||||||
| 3 | floor of the Capitol; and
| ||||||
| 4 | WHEREAS, At the time of the introduction of this Illinois | ||||||
| 5 | House Resolution, former Speaker Madigan is preparing his | ||||||
| 6 | defense against a series of federal criminal charges contained | ||||||
| 7 | in a lengthy indictment brought by the United States Attorney | ||||||
| 8 | for the United States District Court for the Northern District | ||||||
| 9 | of Illinois; therefore, be it
| ||||||
| 10 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 11 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 12 | we request that no official portrait of former Speaker Michael | ||||||
| 13 | J. Madigan be hung in the Illinois State Capitol, or in the | ||||||
| 14 | Illinois Capitol Complex, until such time as Mr. Madigan is | ||||||
| 15 | acquitted of all of the charges lodged against him in the U.S. | ||||||
| 16 | Northern District of Illinois, or until such time as all of the | ||||||
| 17 | aforementioned charges are dropped; and be it further
| ||||||
| 18 | RESOLVED, That a copy of this resolution be delivered to | ||||||
| 19 | Alexi Giannoulias, the Illinois Secretary of State and | ||||||
| 20 | custodian of the Illinois Capitol Complex.
