2 | WHEREAS, There are more than 300 medically recognized | ||||||
3 | headache diseases, including cluster headaches and migraine; | ||||||
4 | and | ||||||
5 | WHEREAS, Migraine is a genetic, neurobiological disease | ||||||
6 | characterized by episodes known as attacks; and | ||||||
7 | WHEREAS, Headache diseases impact one in four households | ||||||
8 | in the United States, with more than 42 million Americans | ||||||
9 | living with headache diseases, including approximately four | ||||||
10 | million who have chronic migraine, meaning they experience 15 | ||||||
11 | or more migraine attacks each month; and | ||||||
12 | WHEREAS, Headache diseases are three to four times more | ||||||
13 | prevalent in women, and Native/Indigenous communities have the | ||||||
14 | highest prevalence of disabling headaches in the United | ||||||
15 | States; and | ||||||
16 | WHEREAS, Significant disparities in diagnosis, treatment, | ||||||
17 | and outcomes for headache diseases persist, particularly | ||||||
18 | affecting Black, Hispanic, and Native/Indigenous populations | ||||||
19 | who face underdiagnosis and inadequate treatment; and | ||||||
20 | WHEREAS, It is estimated that 40 to 50% of persons living |

1 | with migraine disease are undiagnosed; and | ||||||
2 | WHEREAS, Migraine is the second leading cause of global | ||||||
3 | disability, and notably one of the most disabling for women | ||||||
4 | under 50 years old; and | ||||||
5 | WHEREAS, Approximately one in 1,000 people in the United | ||||||
6 | States live with cluster headache disease, medically referred | ||||||
7 | to as one of the most painful conditions a human can | ||||||
8 | experience; and | ||||||
9 | WHEREAS, Veterans returning from Iraq and Afghanistan have | ||||||
10 | two to four times the incidence of migraine compared to the | ||||||
11 | general population, likely due to Traumatic Brain Injuries | ||||||
12 | (TBI), and posttraumatic headache occurs in up to 92% of | ||||||
13 | military personnel who have sustained mild TBIs; and | ||||||
14 | WHEREAS, Headache diseases are an economic issue, costing | ||||||
15 | U.S. companies upwards of $78 billion dollars each year in | ||||||
16 | direct and indirect costs; and | ||||||
17 | WHEREAS, The effects of headache diseases are experienced | ||||||
18 | on a spectrum, presenting with significantly different levels | ||||||
19 | of intensity, frequency, and disability; and | ||||||
20 | WHEREAS, Migraine disease impacts all systems of the body, |

1 | and symptoms may include intense pain, nausea and vomiting, | ||||||
2 | sensitivity to light, sound, smell, and touch, visual | ||||||
3 | disturbances, tinnitus, chills, fatigue, anomic aphasia, or | ||||||
4 | trouble finding words, impaired cognitive function, and | ||||||
5 | numbness and weakness, lasting for four to 72 hours on | ||||||
6 | average; and | ||||||
7 | WHEREAS, Stigma and misinformation related to headache | ||||||
8 | disease have stifled research and advances in treatment; and | ||||||
9 | WHEREAS, All persons living with headache diseases deserve | ||||||
10 | fair, equal, timely, and affordable access to new and | ||||||
11 | innovative treatments to live their lives to their fullest | ||||||
12 | potential; therefore, be it | ||||||
13 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
14 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
15 | we declare the month of June 2024 as Migraine and Headache | ||||||
16 | Awareness Month in the State of Illinois. |
