HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Omer Osman on his
4retirement and commend him for his decades of service to the
5Illinois Department of Transportation (IDOT), his community,
6and his country; and
 
7    WHEREAS, Omer Osman joined IDOT in 1989 as a civil
8engineer before rising through the ranks of the department,
9serving as bureau chief of operations, Region 5 engineer,
10chief engineer, director of highways, and deputy secretary
11before being appointed Illinois Transportation Secretary in
122019; and
 
13    WHEREAS, Omer Osman is just the third secretary to spend
14their entire career with the agency before being appointed
15secretary; and
 
16    WHEREAS, Omer Osman's vast experience in transportation
17includes the management and advancement of complex projects
18and the assessment of current resources to inform funding and
19programmatic needs to create a multimodal system for the 21st
20century; and
 
21    WHEREAS, Omer Osman fostered a culture of innovation and

1stressed the importance of IDOT leading the nation in best
2practices, including programs and initiatives that positioned
3the agency as one of the most innovative departments of
4transportation in the country; and
 
5    WHEREAS, Omer Osman led IDOT through the majority of the
6six-year Rebuild Illinois, Gov. JB Pritzker's historic,
7bipartisan capital program investing a total of $33.2 billion
8into the state's aging transportation system, creating jobs
9and promoting economic growth as not only the largest capital
10program in state history but also the first to touch all modes
11of transportation, including roads and bridges, transit,
12waterways, freight and passenger rail, aviation, and bicycle
13and pedestrian accommodations; and
 
14    WHEREAS, Omer Osman oversaw the completion of many notable
15projects during his tenure, including the new Mississippi
16River bridge and relocation of Illinois 3 in East St. Louis,
17the Interstate 74/155 interchange reconstruction in Morton,
18the Illinois 13 expansion between Carbondale and Interstate 57
19in Marion, the rehabilitation of the U.S. 150 Illinois River
20bridge in Peoria, and the I-74 Mississippi River bridge in the
21Quad Cities; and
 
22    WHEREAS, Omer Osman steered IDOT through the COVID-19
23pandemic, keeping the department open, projects continuing,

1and the economy moving; and
 
2    WHEREAS, Omer Osman has been a lifelong champion of
3diversity, playing an integral part in statewide recruitment
4efforts to diversify personnel in all state job
5classifications as well as advocating for eliminating barriers
6and increasing access to IDOT partnerships with Disadvantaged
7Business Enterprises and minority and female-owned businesses;
8and
 
9    WHEREAS, Omer Osman, in addition to his commitment to
10IDOT, volunteered his time, talents, and skills to the
11American Association of State Highway and Transportation
12Officials policy and highway committees; and
 
13    WHEREAS, Omer Osman has been a devoted husband to his
14wife, Magda, and a loving father to their children, Khalid,
15Waleed, and Nadeen; therefore, be it
 
16    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
17HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
18we congratulate Omer Osman on his retirement and commend him
19for his decades of service to IDOT, his community, and his
20country; and be it further
