1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Act is amended by
5adding Section 180 as follows:
 
6    (110 ILCS 305/180 new)
7    Sec. 180. Winter weather emergency closure; educational
8support services pay. If a campus is closed due to a city,
9county, or State declaration of a winter weather emergency,
10the Board of Trustees shall:
11        (1) pay to its employees who provide educational
12    support services to the campus, including, but not limited
13    to, custodial employees, building maintenance employees,
14    transportation employees, food service providers,
15    classroom assistants, or administrative staff, their
16    daily, regular rate of pay and benefits rendered for the
17    campus closure if the closure precludes them from
18    performing their regularly scheduled duties and the
19    employee would have reported for work but for the closure;
20    however, this requirement does not apply if the day is
21    rescheduled and the employee will be paid the employee's
22    daily, regular rate of pay and benefits for the
23    rescheduled day when services are rendered; and

1        (2) make full payment, which would have otherwise been
2    paid, to its contractors who provide educational support
3    services to the campus, including, but not limited to,
4    custodial services, building maintenance, transportation,
5    food service providers, classroom assistants, or
6    administrative staff, of their daily, regular rate of pay
7    and benefits rendered for the campus closure if the
8    closure precludes them from performing their regularly
9    scheduled duties and employees would have reported for
10    work but for the closure. The employees who provide the
11    support services covered by such contracts shall be paid
12    their daily bid package rates and benefits as defined by
13    their local operating agreements or collective bargaining
14    agreements; however, this requirement does not apply if
15    the day is rescheduled and the employee will be paid the
16    employee's daily, regular rate of pay and benefits for the
17    rescheduled day when services are rendered.
 
18    Section 10. The Southern Illinois University Management
19Act is amended by adding Section 155 as follows:

21    Sec. 155. Winter weather emergency closure; educational
22support services pay. If a campus is closed due to a city,
23county, or State declaration of a winter weather emergency,

10county, or State declaration of a winter weather emergency,
11the Board shall:
12        (1) pay to its employees who provide educational
13    support services to the campus, including, but not limited
14    to, custodial employees, building maintenance employees,
15    transportation employees, food service providers,
16    classroom assistants, or administrative staff, their
17    daily, regular rate of pay and benefits rendered for the
18    campus closure if the closure precludes them from

11the Board shall:
12        (1) pay to its employees who provide educational

17    daily, regular rate of pay and benefits rendered for the
18    campus closure if the closure precludes them from

9support services pay. If a campus is closed due to a city,
10county, or State declaration of a winter weather emergency,
11the Board shall:
12        (1) pay to its employees who provide educational
13    support services to the campus, including, but not limited
14    to, custodial employees, building maintenance employees,
15    transportation employees, food service providers,
16    classroom assistants, or administrative staff, their
17    daily, regular rate of pay and benefits rendered for the
18    campus closure if the closure precludes them from
19    performing their regularly scheduled duties and the
20    employee would have reported for work but for the closure;
21    however, this requirement does not apply if the day is
22    rescheduled and the employee will be paid the employee's
23    daily, regular rate of pay and benefits for the
