| 5 | | changing Section 3-623 as follows:

| 7 | | Sec. 3-623. Purple Heart Plates. |
| 8 | | (a) The Secretary, upon receipt of an application made in |
| 9 | | the form prescribed by the Secretary of State, may issue to |
| 10 | | recipients awarded the Purple Heart by a branch of the armed |
| 11 | | forces of the United States who reside in Illinois, special |
| 12 | | registration plates. The Secretary, upon receipt of the proper |
| 13 | | application, may also issue these special registration plates |
| 14 | | to an Illinois resident who is the surviving spouse of a person |
| 15 | | who was awarded the Purple Heart by a branch of the armed |
| 16 | | forces of the United States. The special plates issued |

| 1 | | pursuant to this Section should be affixed only to passenger |
| 2 | | vehicles of the 1st division, including motorcycles, or motor |
| 3 | | vehicles of the 2nd division weighing not more than 8,000 |
| 4 | | pounds. The Secretary may, in his or her discretion, allow the |
| 5 | | plates to be issued as vanity or personalized plates in |
| 6 | | accordance with Section 3-405.1 of this Code. The Secretary of |
| 7 | | State must make a version of the special registration plates |
| 8 | | authorized under this Section in a form appropriate for |
| 9 | | motorcycles. |
| 10 | | (b) The design and color of such plates shall be wholly |
| 11 | | within the discretion of the Secretary of State. Appropriate |
| 12 | | documentation, as determined by the Secretary, and the |
| 13 | | appropriate registration fee shall accompany the application, |
| 14 | | except: |
| 15 | | (1) a person eligible to be issued Purple Heart plates |
| 16 | | may display the plates on one vehicle without the payment |
| 17 | | of any registration or registration renewal fee; and |
| 18 | | (2) for an individual who has been issued Purple Heart |
| 19 | | plates for an additional vehicle and who has been approved |
| 20 | | for benefits under the Senior Citizens and Persons with |
| 21 | | Disabilities Property Tax Relief Act, the annual fee for |
| 22 | | the registration of the vehicle shall be as provided in |
| 23 | | Section 3-806.3 of this Code. |
| 24 | | (c) A person eligible to be issued Purple Heart plates who |
| 25 | | has a disability as defined under Section 1-159.1 may request |
| 26 | | one set of specialized plates which display the International |
