    Amends the Personnel Code. Provides that the written application, testing, and hiring procedures for all non-exempt State employment vacancies must be posted not only at the State agency or university's office but also on the State agency or university's website. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Personnel Code is amended by changing
5Section 8b as follows:
 
6    (20 ILCS 415/8b)  (from Ch. 127, par. 63b108b)
7    Sec. 8b. Jurisdiction B - Merit and fitness. (a) For
8positions in the State service subject to the jurisdiction of
9the Department of Central Management Services with respect to
10selection and tenure on the basis of merit and fitness, those
11matters specified in this Section and Sections 8b.1 through
128b.17.
13    (b) Application, testing and hiring procedures for all
14State employment vacancies for positions not exempt under
15Section 4c shall be reduced to writing. The written procedures
16shall be provided to each State agency and university for
17posting and public inspection at each agency's office and each
18university's placement office, as well as on their respective
19websites. The Director shall also annually prepare and
20distribute a listing of entry level non-professional and
21professional positions that are most utilized by State
22agencies under the jurisdiction of the Governor. The position
23listings shall identify the entry level positions, localities

1of usage, description of position duties and responsibilities,
2salary ranges, eligibility requirements and test scheduling
3instructions. The position listings shall further identify
4special linguistic skills that may be required for any of the
5positions.

7    Section 99. Effective date. This Act takes effect upon
8becoming law.
