SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate wish to
3congratulate Dr. Sylvia M. Jenkins on the occasion of her
4retirement as president of Moraine Valley Community College;
5and
 
6    WHEREAS, Dr. Jenkins became the fifth president of Moraine
7Valley Community College, one of the largest community
8colleges in Illinois, on July 1, 2012; she previously served
9as vice president of Academic Affairs, dean of Academic
10Development & Learning Resources, assistant dean for the
11Center for Teaching & Learning/director of the library, public
12services librarian at Moraine Valley in Palos Hills, and
13director of Library Services and public services librarian at
14Virginia Union University in Richmond, Virginia; and
 
15    WHEREAS, Dr. Jenkins was appointed by Gov. JB Pritzker to
16sit on the Illinois Community College Board (2021) and serves
17on several other boards, including the League for Innovation
18in the Community College (chair 2018-19), Community Colleges
19for International Development (chair 2019-20), the Moraine
20Area Career Systems CEO Council, the Chicago Regional College
21Program, and the South Metropolitan Higher Education
22Consortium Presidents' Council; and

1    WHEREAS, Dr. Jenkins served on the Higher Learning
2Commission's Partners in Transformation advisory group on
3innovation in higher education (2017-19); she was an elected
4member of the American Association of Community College's
5board of directors (2016-19); she served from 2016-19 as an
6associate member regional representative of the Hispanic
7Association of Colleges and Universities; since 2016, she has
8served as a National Advisory Board member for the Ferris
9State University Doctorate in Community College Leadership
10(chair 2021-22) and was featured in its 2017 Legendary
11Leadership video series; she is a member of the Illinois Green
12Economy Network President's Steering Committee; she is a
13member of the Illinois Council of Community College Presidents
14(vice chair 2019-20, chair 2020-21); she also serves on the
15Cook County Workforce Innovation Board and the Forest Preserve
16District of Cook County's Conservation and Policy Council; and
 
17    WHEREAS, Dr. Jenkins was selected by District 3 of the
18National Council for Marketing and Public Relations as its
192021 Pacesetter of the Year for demonstrating leadership and
20support of college communication and marketing efforts; in
21June of 2021, she also received the Advocacy Award from the
22Illinois Community College Trustees Association for her
23leadership in advocating for the needs of students and the
24community college system in Illinois; in December 2018, the
25Council for Advancement in Support of Education (CASE)

1presented her with the CASE V Chief Executive Leadership
2Award, and she received the Craig Stettner Award for
3Environmental Education from the Chicago Audubon Society in
4spring 2019; in February 2018, she was recognized by Illinois
5State Treasurer Michael Frerichs with an Outstanding
6Commitment in Education Award; in June 2017, she was
7recognized with the Mosque Foundation's 2017 Leadership Award
8for exemplary efforts in fostering the celebration of
9diversity in the college and community; in 2017, she was
10recognized with a scholarship in her name through the Moraine
11Valley Foundation — the Dr. Sylvia M. Jenkins Women's
12Leadership Scholarship, which is an annual scholarship to
13support the education goals of future female leaders; and
 
14    WHEREAS, Dr. Jenkins was a panelist for the World
15Federation of Colleges and Polytechnics World Congress in
16Melbourne, Australia on Establishing Holistic Partnerships to
17Embed Cybersecurity (October 2018); she was an external juror
18for Johnson County Community College's BNSF Railway Faculty
19Achievement Award (May 2018); she was an invited keynote
20speaker for Drexel University's Assessment Conference
21(September 2017); she was a co-presenter at the Association of
22Community College Trustees Leadership Congress (October 2016)
23and a panelist at the 2016 Assessment Institute hosted by
24Indiana University-Purdue University Indianapolis (October
252016); she was a co-presenter at the League for Innovation in

1the Community College's Innovations Conference (March 2016);
2she has also been an invited faculty member of the League for
3Innovation's Executive Leadership Institute/ELI (2013, 2014,
42017, 2018, 2019); and
 
5    WHEREAS, Dr. Jenkins is a member of the Rotary Club of
6Moraine Valley and the Delta Sigma Theta Sorority, Chicago
7Alumnae Chapter; and
 
8    WHEREAS, Dr. Jenkins holds a Ph.D. in Education and Human
9Resource Studies with a specialization in Community College
10Leadership from Colorado State University, a Master of Library
11Science from State University of New York at Albany, and a
12Bachelor of Science in English Education from Grambling State
13University; and
 
14    WHEREAS, Dr. Jenkins and her husband, Craig, have four
15daughters, Carmen, Courtney, Christine, and Carol, and 10
16grandchildren; therefore, be it
 
17    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
18ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Dr.
19Sylvia M. Jenkins on her retirement as president of Moraine
20Valley Community College, and we wish her the best in all her
21future endeavors; and be it further
