SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Thomas G. "Tom" McSwiggin of
4Springfield, who passed away on May 17, 2023; and
 
5    WHEREAS, Tom McSwiggin was born to Leroy and Mary (Kook)
6McSwiggin in Muscatine, Iowa on January 8, 1938; he graduated
7from Wilton High School in Wilton Junction, Iowa; he earned
8his Bachelor of Science in Civil Engineering and his Master of
9Science in Sanitary Engineering from the University of Iowa;
10he married Sharon Sonneville at St. Mary's Catholic Church in
11Moline on June 6, 1964; and
 
12    WHEREAS, Tom McSwiggin served the State of Illinois in the
13water pollution control field for 40 years until his
14retirement; during the last 25 years of his career, he served
15as manager of the Permit Section at the Illinois Environmental
16Protection Agency (IEPA), Division of Water Pollution Control,
17which was responsible for the issuance of the discharge
18permits under the delegated authority as stated by the Clean
19Water Act; and
 
20    WHEREAS, Tom McSwiggin was a member of the Illinois
21Society of Professional Engineers, the American Society of
22Civil Engineers, the American Water Works Association, the

1Water Environment Federation, and the National Society of
2Professional Engineers; he also served on the Federal Advisory
3Committee on Sanitary Sewer Overflows; and
 
4    WHEREAS, Tom McSwiggin previously served as president of
5the Holy Name Society at Christ the King Catholic Church for
6many years; he enjoyed traveling and watching NASCAR; and
 
7    WHEREAS, Tom McSwiggin was preceded in death by his
8parents and his son-in-law, Ricky Richardson; and
 
9    WHEREAS, Tom McSwiggin is survived by his wife, Sharon
10McSwiggin; his son, Timothy (Jamie Hall) McSwiggin; his
11daughters, Cynthia Richardson and Erin McSwiggin; his
12grandchildren, Amanda and Kimberly; his siblings, Mary Kay (J.
13Pat) Benda, Theresa (Dan) Carlquist, James (Debbie) McSwiggin,
14Joe (Eleanor) McSwiggin, and John (Gayle) McSwiggin; and
15several nieces, nephews, and cousins; therefore, be it
 
16    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
17ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
18Thomas G. "Tom" McSwiggin and extend our sincere condolences
19to his family, friends, and all who knew and loved him; and be
20it further
 
21    RESOLVED, That a suitable copy of this resolution be
