2 | | WHEREAS, The members of the Illinois Senate wish to |
3 | | congratulate Shelton Kay on the occasion of being named |
4 | | executive director of the Rockford Regional Health Council; |
5 | | and |
6 | | WHEREAS, The Rockford Regional Health Council, located |
7 | | within the University of Illinois College of Medicine |
8 | | Rockford, is a 42-year-old nonprofit organization that works |
9 | | to improve community health through data collection and |
10 | | analysis, education, outreach, and advocacy; and |
11 | | WHEREAS, Shelton Kay, a 50-year Rockford resident |
12 | | originally from Ohio, succeeded Becky Cook Kendall as the |
13 | | executive director of the Rockford Regional Health Council in |
14 | | December 2023; and |
15 | | WHEREAS, Shelton Kay came to the Rockford Regional Health |
16 | | Council with decades of experience in working with vulnerable |
17 | | and underserved populations; and |
18 | | WHEREAS, Shelton Kay previously served Crusader Community |
19 | | Health for 30 years, starting as a case manager with its Living |
20 | | with HIV program and Health Care for the Homeless initiative |
21 | | in September 1993 and retiring as vice president of community |

1 | | services in June 2023; and |
2 | | WHEREAS, Prior to serving Crusader Community Health, |
3 | | Shelton Kay worked as a teacher with Rockford Public Schools |
4 | | for 15 years, where he taught dance and was among the |
5 | | district's first teachers of the Creative and Performing Arts |
6 | | (CAPA); and |
7 | | WHEREAS, Shelton Kay has expressed plans to raise |
8 | | awareness about the Rockford Regional Health Council, to |
9 | | conduct the annual Healthy Community Study, to help improve |
10 | | health literacy, especially among local youth, to improve |
11 | | access to primary and oral health care for low-income |
12 | | populations, and to improve individual social and emotional |
13 | | health; and |
14 | | WHEREAS, Shelton Kay's experience in region-wide, |
15 | | community-based collaboration will expand the Rockford |
16 | | Regional Health Council's impact and propel its mission to |
17 | | improve community health through data gathering and analysis, |
18 | | education, outreach, and advocacy; therefore, be it |
19 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL |
20 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate |
21 | | Shelton Kay on being named executive director of the Rockford |
22 | | Regional Health Council; and be it further |
