SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Joyce Perry Richmond of Chicago, who
4passed away on August 22, 2023 at the age of 87; and
 
5    WHEREAS, Joyce Richmond was born to A.D. "Edward" and Anna
6Mae Perry on February 2, 1936; she graduated from St. Malachy
7High School in Chicago; she then enrolled at Cardinal Stritch
8University of Milwaukee before marrying James Earl Richmond in
9August 1957; and
 
10    WHEREAS, Joyce Richmond was a dedicated support staffer at
11Jens Jensen Elementary School for more than 30 years, where
12two of her priorities were student readiness and recruiting
13parent volunteers; she was also known for conducting home
14visits as needed; and
 
15    WHEREAS, Joyce Richmond enjoyed watching old Westerns and
16law shows during her retirement; and
 
17    WHEREAS, Joyce Richmond was fondly regarded by her
18neighbors, and she often engaged them in conversation during
19her daily walks to Walgreens; and
 
20    WHEREAS, Joyce Richmond knew the value of a dollar and was

1not interested in living a frivolous lifestyle; she was
2affectionately known as "Roy" by her children and
3grandchildren, and their loving company helped sustain her;
4and
 
5    WHEREAS, Joyce Richmond was preceded in death by her
6parents; her daughter, Lori; her sisters, Rosetta, Patricia,
7and Hettie; and her niece, Tina; and
 
8    WHEREAS, At the time of her passing, Joyce Richmond was
9survived by her children, Karen, Andrea, James, and Lisa; her
10granddaughter, Alexa Joyce; her great-granddaughter, Noah
11Alivia; her siblings, Pat (Anthony), Mary, Donna, Regina,
12Morell, Peter, Patrick, Edward, Kevin (Valeria), Robert,
13Thomas, and Anthony; her nieces and nephews, Margaret,
14Anthony, Bea, Bernita, Courtney, and Tiffany; and her friends,
15Shirley and David Glover, Betty and Tom Arnieri, Vivian Scott,
16Rudy Salazar, Catherine Carter, Joyce Ball, Althea Johnson,
17and Maxine McShann; therefore, be it
 
18    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
19ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
20Joyce Perry Richmond and extend our sincere condolences to her
21family, friends, and all who knew and loved her; and be it
