SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Alice Margaret McCart of Oak Park, who
4passed away on April 26, 2024 at the age of 77; and
 
5    WHEREAS, Alice McCart was born to Kenneth Alvin McCart and
6Margaret Elizabeth (Mills) McCart in Leavenworth, Kansas on
7February 19, 1947; and
 
8    WHEREAS, Alice McCart moved around the country while she
9was young, living in Michigan, Texas, and Iowa due to her
10father's job as a recruiter for the U.S. Army; and
 
11    WHEREAS, Alice McCart earned double Bachelors of Arts in
12German and French at the University of Kansas in 1969, later
13returning to earn a Master of Arts in Teaching and German in
141971 and a master's degree in journalism in 1983; and
 
15    WHEREAS, Alice McCart married Robert McBride in 1969, and
16they had three children, Elizabeth, Mark, and Maggie; and
 
17    WHEREAS, Alice McCart worked at the U.S. Army Command and
18General Staff College at Fort Leavenworth, where she
19translated German and French, was a production editor for
20Military Review magazine, and served as an English teacher for

1new officers; and
 
2    WHEREAS, Alice McCart then worked as managing editor of
3the Healthcare Financial Management Association; and
 
4    WHEREAS, Alice McCart began studying to earn her Juris
5Doctor from the Chicago-Kent College of Law in 1993; after
6graduating, she opened her own law practice in downtown
7Chicago; and
 
8    WHEREAS, Alice McCart then became the managing editor for
9the American Health Lawyers Association and the American
10Corporate Counsel Association publications; and
 
11    WHEREAS, Alice McCart moved back to Kansas, where she
12became one of the nation's leading experts in HIPAA compliance
13and other healthcare-related privacy law and electronic health
14information standardization; and
 
15    WHEREAS, Alice McCart loved running, sharing vegan
16recipes, helping others with editing, and spending time in
17nature; and
 
18    WHEREAS, Alice McCart is survived by her children,
19Elizabeth, Mark, and Maggie; her eight grandchildren; and one
20great-grandson; therefore, be it

1    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
2ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
3Alice Margaret McCart and extend our sincere condolences to
4her family, friends, and all who knew and loved her; and be it
5further
 
6    RESOLVED, That a suitable copy of this resolution be
7presented to the family of Alice McCart as an expression of our
8deepest sympathy.
