2 | WHEREAS, The members of the Illinois Senate wish to | ||||||
3 | congratulate the Illinois Police Officers' Pension Investment | ||||||
4 | Fund (IPOPIF) on receiving the Certificate of Achievement for | ||||||
5 | Excellence in Financial Reporting by the Government Finance | ||||||
6 | Officers Association (GFOA); and | ||||||
7 | WHEREAS, GFOA established the Certificate of Achievement | ||||||
8 | for Excellence in Financial Reporting Program in 1945 to | ||||||
9 | encourage and assist state and local governments to go beyond | ||||||
10 | the minimum requirements of generally accepted accounting | ||||||
11 | principles to prepare annual comprehensive financial reports | ||||||
12 | that evidence the spirit of transparency and full disclosure | ||||||
13 | and then to recognize individual governments that succeed in | ||||||
14 | achieving that goal; and | ||||||
15 | WHEREAS, The Certificate of Achievement is the highest | ||||||
16 | form of recognition in the area of governmental accounting and | ||||||
17 | financial reporting, and its attainment represents a | ||||||
18 | significant accomplishment by a government and its management | ||||||
19 | and signifies that the annual certified financial report | ||||||
20 | (ACFR) satisfied the high standards of the program; and | ||||||
21 | WHEREAS, IPOPIF was awarded the Certificate of Achievement | ||||||
22 | for Excellence in Financial Reporting for its annual |

1 | comprehensive financial report for the year ending on June 30, | ||||||
2 | 2023, marking the first time that the organization applied for | ||||||
3 | the award and coinciding with a more comprehensive ACFR for | ||||||
4 | fiscal year 2023 based on the growth of the fund in terms of | ||||||
5 | the investment program and transfer of assets of a majority of | ||||||
6 | the Article 3 police pension funds; and | ||||||
7 | WHEREAS, IPOPIF earned the Certificate of Achievement for | ||||||
8 | Excellence in Financial Reporting under the leadership of | ||||||
9 | Executive Director Richard White and through the efforts, | ||||||
10 | attention to detail, and commitment of Chief Financial Officer | ||||||
11 | Regina Tuczak and Senior Accountant Amy Zick; therefore, be it | ||||||
12 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL | ||||||
13 | ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate the | ||||||
14 | Illinois Police Officers' Pension Investment Fund (IPOPIF) on | ||||||
15 | being awarded the Certificate of Achievement for Excellence in | ||||||
16 | Financial Reporting by the Government Finance Officers | ||||||
17 | Association (GFOA); and be it further | ||||||
18 | RESOLVED, That a suitable copy of this resolution be | ||||||
19 | presented to Executive Director Richard White of the Illinois | ||||||
20 | Police Officers' Pension Investment Fund as an expression of | ||||||
21 | our esteem and respect. |
