1 | AN ACT concerning State government. | ||||||
2 | Be it enacted by the People of the State of Illinois, | ||||||
3 | represented in the General Assembly: | ||||||
4 | Section 1. Short title. This Act may be cited as the | ||||||
5 | Commission on Youth Sports Act. | ||||||
6 | Section 5. Commission on Youth Sports; purpose; duties. | ||||||
7 | (a) The Commission on Youth Sports is created. | ||||||
8 | (b) The purpose of the Commission is to gather and | ||||||
9 | evaluate community feedback and make recommendations to the | ||||||
10 | Governor, the General Assembly, and the Department of Human | ||||||
11 | Services concerning the following: | ||||||
12 | (1) the creation of equitable, safe, and sustainable | ||||||
13 | access for youth across this State to participate in | ||||||
14 | sports that meet their skills and match their interests; | ||||||
15 | (2) the expansion and integration of positive youth | ||||||
16 | development in youth sports; and | ||||||
17 | (3) the promotion, development, expansion, hosting, | ||||||
18 | and fostering of youth sports, youth sports programs, and | ||||||
19 | youth sporting events and tournaments throughout this | ||||||
20 | State. | ||||||
21 | (c) The recommendations made by the Commission shall focus | ||||||
22 | generally on the creation, promotion, and encouragement of | ||||||
23 | sports-based youth development. The recommendations reported |

1 | by the Commission to the Governor, the General Assembly, and | ||||||
2 | the Department of Human Services shall include, but shall not | ||||||
3 | be limited to, the following objectives: | ||||||
4 | (1) to support workshops, trainings, and conferences | ||||||
5 | that promote positive youth development through sport; | ||||||
6 | (2) to connect public, private, local, and State | ||||||
7 | entities to generate funding for youth sports programs and | ||||||
8 | to facilitate the communication of information statewide | ||||||
9 | about youth sports programs and events; | ||||||
10 | (3) to promote the equitable participation of | ||||||
11 | community youth sports programs; | ||||||
12 | (4) to encourage the inclusion and participation of | ||||||
13 | persons with disabilities in youth sports and youth sports | ||||||
14 | programs; and | ||||||
15 | (5) to encourage the inclusion and participation of | ||||||
16 | persons from historically disadvantaged communities in | ||||||
17 | youth sports and youth sports programs. | ||||||
18 | Section 10. Membership. | ||||||
19 | (a) The Commission shall include the following members: | ||||||
20 | (1) one or more member of the Senate appointed by the | ||||||
21 | President of the Senate, subject to the provisions of | ||||||
22 | subsection (b); | ||||||
23 | (2) one or more member of the Senate appointed by the | ||||||
24 | Minority Leader of the Senate, subject to the provisions | ||||||
25 | of subsection (b); |

1 | (3) one or more member of the House of Representatives | ||||||
2 | appointed by the Speaker of the House of Representatives, | ||||||
3 | subject to the provisions of subsection (b); | ||||||
4 | (4) one or more member of the House of Representatives | ||||||
5 | appointed by the Minority Leader of the House of | ||||||
6 | Representatives, subject to the provisions of subsection | ||||||
7 | (b); | ||||||
8 | (5) one member appointed by the Governor representing | ||||||
9 | the Governor's Office; and | ||||||
10 | (6) the following members appointed by the Governor as | ||||||
11 | follows: | ||||||
12 | (A) 2 people with experience running or coaching a | ||||||
13 | nonprofit organization whose mission is to leverage | ||||||
14 | sport for youth development; | ||||||
15 | (B) 2 people with experience in the development of | ||||||
16 | policies or the funding or evaluation of programs that | ||||||
17 | elevate underserved youth; | ||||||
18 | (C) one person with experience in adaptive sports | ||||||
19 | programming; | ||||||
20 | (D) one person with experience coaching or | ||||||
21 | administering youth sports programs for one or more | ||||||
22 | school sports teams or sports club; | ||||||
23 | (E) one person who is a parent or caregiver of a | ||||||
24 | child who participates in sports programming; | ||||||
25 | (F) one person with experience training coaches in | ||||||
26 | positive youth development; and |

1 | (G) one representative of a school athletic | ||||||
2 | association in this State or a physical education | ||||||
3 | teacher. | ||||||
4 | (b) More than 4 members of the General Assembly may be | ||||||
5 | appointed to serve on the Commission if the number of members | ||||||
6 | appointed at any time, except in the case of a vacancy, equally | ||||||
7 | represent the majority and minority caucus of each chamber. | ||||||
8 | (c) The Governor shall select the chairperson of the | ||||||
9 | Commission from among the appointed members. | ||||||
10 | Section 15. Terms; meetings; support; expenses. | ||||||
11 | (a) Each member of the Commission shall be appointed for a | ||||||
12 | 2-year term and until the member's successor is appointed. The | ||||||
13 | Governor may stagger the members' terms to ensure continuity | ||||||
14 | in the performance of the Commission's responsibilities. | ||||||
15 | (b) The Commission shall meet initially no later than 90 | ||||||
16 | days after all of the members of the Commission listed in | ||||||
17 | subsection (a) of Section 10 are appointed, and at least | ||||||
18 | quarterly thereafter, at the times and places in this State | ||||||
19 | that the Commission designates. | ||||||
20 | (c) The Department of Human Services shall provide | ||||||
21 | administrative and other support to the Commission. The | ||||||
22 | Department may designate a third party to provide | ||||||
23 | administrative support in a paid or volunteer capacity. The | ||||||
24 | Department may delay the implementation of this subsection if | ||||||
25 | the Department is unable to find a third party to provide |

1 | administrative support to the Commission. | ||||||
2 | (d) Members of the Commission shall receive no | ||||||
3 | compensation for their participation, but, subject to | ||||||
4 | appropriation, may be reimbursed by the Department of Human | ||||||
5 | Services for expenses in connection with their participation, | ||||||
6 | including travel, subject to the rules of the appropriate | ||||||
7 | travel control board. | ||||||
8 | Section 20. Reporting. The Commission shall submit a | ||||||
9 | report of its findings, research, and recommendations to the | ||||||
10 | Governor, the General Assembly, and the Department of Human | ||||||
11 | Services on or before December 31, 2025, and each year | ||||||
12 | thereafter. | ||||||
13 | Section 90. Repeal. This Act is repealed on December 31, | ||||||
14 | 2028. | ||||||
15 | Section 99. Effective date. This Act takes effect upon | ||||||
16 | becoming law. |
