2025 and 2026 SB0158 Introduced 1/17/2025, by Sen. Sue Rezin SYNOPSIS AS INTRODUCED: | | | Creates the Wind Turbine Stewardship and Takeback Program Act. Provides that, on and after January 1, 2026, a wind turbine owner shall participate in a wind turbine stewardship and takeback program under which, where realistic, the wind turbine owner shall recycle wind turbine components that are not toxic after their useful life instead of disposing them in landfills. Requires wind turbine owners to file plans for the wind turbine stewardship and takeback program with the Illinois Environmental Protection Agency. Provides that the Agency shall develop guidance for wind turbine stewardship and takeback programs established under the Act. Allows the Agency to adopt rules to implement the Act. |

1 | | AN ACT concerning regulation. |
2 | | Be it enacted by the People of the State of Illinois, |
3 | | represented in the General Assembly: |
4 | | Section 1. Short title. This Act may be cited as the Wind |
5 | | Turbine Stewardship and Takeback Program Act. |
6 | | Section 5. Definition. In this Act, "Agency" means the |
7 | | Illinois Environmental Protection Agency. |
8 | | Section 10. Wind turbine stewardship and takeback program. |
9 | | On and after January 1, 2026, a wind turbine owner shall |
10 | | participate in a wind turbine stewardship and takeback program |
11 | | under which, where realistic, the wind turbine owner shall |
12 | | recycle wind turbine components that are not toxic after their |
13 | | useful life instead of disposing them in landfills. |
14 | | Section 15. Program plan. A wind turbine owner shall file |
15 | | a plan for the owner's wind turbine stewardship and takeback |
16 | | program with the Agency. |
17 | | Section 20. Guidance and rules. The Agency shall develop |
18 | | guidance for wind turbine stewardship and takeback programs |
19 | | established under this Act. The Agency may adopt any rules |
20 | | necessary to implement the provisions of this Act. |
