 1                     AMENDMENT TO HOUSE BILL 430

 2        AMENDMENT NO.     .  Amend House Bill 430 as follows:
 3    on page 16,  line  7,  by  deleting  "and  each  school  year
 4    thereafter"; and

 5    on  page  16,  line  11,  before  "low-income",  by inserting
 6    "average"; and

 7    on page 16, line 11, after "count", by  inserting  "over  the
 8    prior 2 school years as"; and

 9    on  page  16,  line  16,  after "district.", by inserting the
10    following:
11    "For  the  2004-2005  school  year  and  each   school   year
12    thereafter, the term "Low-Income Concentration Level" for the
13    purposes  of  this  subsection  (H)  shall  be the low-income
14    eligible pupil count from the most recently available federal
15    census or the average low-income eligible  pupil  count  over
16    the  prior  3 school years as determined by the Department of
17    Human Services based on the number of pupils who are eligible
18    for at  least  one  of  the  following  low-income  programs:
19    Medicaid,  KidCare,  TANF,  or  Food  Stamps, whichever pupil
20    count is greater, divided by the Average Daily Attendance  of
21    the school district."; and

22    on page 17, by replacing lines 3 and 4 with the following:

 1    "is greater.
 2        The changes made to this"; and

 3    on page 18, by replacing line 10 with the following:
 4    "school year and each school year thereafter:"; and

 5    on  page  18,  immediately  below  line  34, by inserting the
 6    following:
 7        "(2.10)  Supplemental general State aid pursuant to  this
 8    subsection (H) shall be provided as follows for the 2003-2004
 9    school year and each school year thereafter:
10             (a)  For  any  school  district  with  a  Low-Income
11        Concentration  Level  of  15% or less, the grant for each
12        school year shall be $355 multiplied  by  the  low-income
13        eligible pupil count.
14             (b)  For  any  school  district  with  a  Low-Income
15        Concentration  Level greater than 15%, the grant for each
16        school year shall be $294.25  added  to  the  product  of
17        $2,700   multiplied  by  the  square  of  the  Low-Income
18        Concentration Level, all  multiplied  by  the  low-income
19        eligible pupil count."; and

20    on  page  22,  immediately  below  line  12, by inserting the
21    following:
22        "(5)  Any additional  funding  for  supplemental  general
23    State   aid   pursuant   to   this  subsection  (H)  that  is
24    necessitated by the changes made by this  amendatory  Act  of
25    the 93rd General Assembly shall be phased in equally over the
26    2003-2004  through  2005-2006  school  years, after which the
27    changes made by this  amendatory  Act  of  the  93rd  General
28    Assembly shall be funded in full.".
