 1                    AMENDMENT TO HOUSE BILL 1930

 2        AMENDMENT NO.     .  Amend House Bill 1930  by  replacing
 3    everything after the enacting clause with the following:

 4        "Section  5.  The  Attorney  General  Act  is  amended by
 5    adding Section 4g as follows:

 6        (15 ILCS 205/4g new)
 7        Sec 4g.  Ethics pledge.
 8        (a)  The Attorney General, as soon as may  be  practical,
 9    must  develop  and  promulgate an ethics pledge setting forth
10    the legal rights, responsibilities, and  duties  relating  to
11    ethical  conduct  in  government  applicable to all officers,
12    officials, appointees, and employees  of  the  State  in  the
13    executive,  legislative,  and  judicial  branches. The ethics
14    pledge must contain, without limitation, the duty  to  report
15    ethics  violations.  The  Attorney  General  shall revise and
16    re-promulgate the pledge from time to time as necessary.
17        (b)  Every officer, official, appointee, and employee  of
18    State  government of the executive, legislative, and judicial
19    branches must sign the ethics pledge annually, attesting that
20    he or she has read and understands it.  Signed ethics pledges
21    must be kept as part of the person's personnel file  and  are
22    subject to audit by the Auditor General.

 1        Section  99.  Effective date.  This Act takes effect upon
 2    becoming law.".
