SYNOPSIS AS INTRODUCED:
 
30 ILCS 785/10

    Amends the Inclusion of Women and Minorities in Clinical Research Act. Requires that 20% of the participants in projects of clinical research conducted by certain qualified public, private, or not-for-profit agencies or individuals that receive State funding must be African-Americans.

1     AN ACT concerning health.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Inclusion of Women and Minorities in
5 Clinical Research Act is amended by changing Section 10 as
6 follows:
 
7     (30 ILCS 785/10)
8     Sec. 10. Inclusion of women and minorities. Except as
9 provided in Section 15 or 30, in conducting or supporting a
10 project of clinical research, a grantee must do all of the
11 following:
12         (1) Ensure that women, including, but not limited to,
13     women over the age of 40 years, are included as subjects in
14     each research project.
15         (2) Ensure that members of minority groups are included
16     as subjects in each research project.
17         (3) Conduct or support outreach programs for the
18     recruitment of women and members of minority groups as
19     subjects in projects of clinical research.
20         (4) Ensure that 20% of the subjects in each research
21     project are African-Americans.
