SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/3-806.3   from Ch. 95 1/2, par. 3-806.3

    Amends the Illinois Vehicle Code. Provides that any military veteran who qualifies for the Senior Citizens Assessment Freeze Homestead Exemption under the Property Tax Code shall pay $24, rather than the fee otherwise provided in the Vehicle Code, for registration of specified vehicles.

1     AN ACT concerning vehicles.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by changing
5 Section 3-806.3 as follows:
 
6     (625 ILCS 5/3-806.3)  (from Ch. 95 1/2, par. 3-806.3)
7     Sec. 3-806.3. Senior Citizens.
8     Commencing with the 2001 registration year and extending
9 through the 2003 registration year, the registration fee paid
10 by any vehicle owner who has claimed and received a grant under
11 the Senior Citizens and Disabled Persons Property Tax Relief
12 and Pharmaceutical Assistance Act or who is the spouse of such
13 a person shall be $24 instead of the fee otherwise provided in
14 this Code for passenger cars displaying standard multi-year
15 registration plates issued under Section 3-414.1, motor
16 vehicles displaying special registration plates issued under
17 Section 3-616, motor vehicles registered at 8,000 pounds or
18 less under Section 3-815(a) and recreational vehicles
19 registered at 8,000 pounds or less under Section 3-815(b).
20 Widows and widowers of claimants shall also be entitled to this
21 reduced registration fee for the registration year in which the
22 claimant was eligible.
23     Commencing with the 2004 registration year and extending
24 through the 2005 registration year, the registration fee paid
25 by any vehicle owner who has claimed and received a grant under
26 the Senior Citizens and Disabled Persons Property Tax Relief
27 and Pharmaceutical Assistance Act or who is the spouse of such
28 a person shall be $24 instead of the fee otherwise provided in
29 this Code for passenger cars displaying standard multi-year
30 registration plates issued under Section 3-414.1, motor
31 vehicles displaying special registration plates issued under
32 Section 3-616, 3-621, 3-622, 3-623, 3-624, 3-625, 3-626, 3-628,

1 3-638, 3-642, 3-645, 3-647, 3-650, or 3-651, motor vehicles
2 registered at 8,000 pounds or less under Section 3-815(a), and
3 recreational vehicles registered at 8,000 pounds or less under
4 Section 3-815(b). Widows and widowers of claimants shall also
5 be entitled to this reduced registration fee for the
6 registration year in which the claimant was eligible.
7     Commencing with the 2006 registration year, the
8 registration fee paid by any vehicle owner who has claimed and
9 received a grant under the Senior Citizens and Disabled Persons
10 Property Tax Relief and Pharmaceutical Assistance Act or who is
11 the spouse of such a person or by any person who is a veteran,
12 as defined in subsection (h) of Section 1491 of Title 10 of the
13 United States Code, who also qualifies for the Senior Citizens
14 Assessment Freeze Homestead Exemption, as provided in Section
15 15-172 of the Property Tax Code, shall be $24 instead of the
16 fee otherwise provided in this Code for passenger cars
17 displaying standard multi-year registration plates issued
18 under Section 3-414.1, motor vehicles displaying special
19 registration plates issued under Section 3-616, 3-621, 3-622,
20 3-623, 3-624, 3-625, 3-626, 3-628, 3-638, 3-642, 3-645, 3-647,
21 3-650, or 3-651, motor vehicles registered at 8,000 pounds or
22 less under Section 3-815(a), and recreational vehicles
23 registered at 8,000 pounds or less under Section 3-815(b).
24 Widows and widowers of claimants shall also be entitled to this
25 reduced registration fee for the registration year in which the
26 claimant was eligible.
27     No more than one reduced registration fee under this
28 Section shall be allowed during any 12 month period based on
29 the primary eligibility of any individual, whether such reduced
30 registration fee is allowed to the individual or to the spouse,
31 widow or widower of such individual. This Section does not
32 apply to the fee paid in addition to the registration fee for
33 motor vehicles displaying vanity or special license plates.
