SYNOPSIS AS INTRODUCED:
 
20 ILCS 2310/2310-343 new

    Amends the Department of Public Health Law of the Civil Administrative Code of Illinois. Requires the Department of Public Health to create an education and outreach program and a professional education program concerning Reflex Sympathetic Dystrophy Syndrome. Authorizes the Director to accept and expend grants, awards, and other funds or appropriations for the required programs. Effective immediately.

1     AN ACT concerning public health.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Public Health Powers and
5 Duties Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 2310-343 as follows:
 
7     (20 ILCS 2310/2310-343 new)
8     Sec. 2310-343. Reflex Sympathetic Dystrophy Syndrome;
9 outreach and education.
10     (a) The General Assembly hereby recognizes that Reflex
11 Sympathetic Dystrophy Syndrome (RSDS), also known as Complex
12 Regional Pain Syndrome (CRPS) Type 1 and Type 2, is a
13 debilitating progressively chronic neurological disorder that
14 generally occurs at the site of a minor or major trauma injury,
15 but may also occur without any apparent injury. RSDS is
16 characterized by severe burning pain, pathological changes in
17 bone and skin, excessive sweating, tissue swelling, and extreme
18 sensitivity to touch. The General Assembly further finds that
19 RSDS is often misdiagnosed because the condition is either
20 unknown or poorly understood. Because a delay in diagnosis or
21 treatment for this syndrome can result in severe physical
22 problems and disability, and because early recognition and
23 prompt treatment of RSDS provide the greatest opportunity for
24 recovery, the General Assembly hereby declares it to be in the
25 best interest of the public to establish a program within the
26 Department of Public Health to educate individuals and medical
27 professionals about RSDS and to promote research to accurately
28 identify, diagnose, and treat this disease.
29     (b) Within 180 days of the effective date of this
30 amendatory Act of the 93rd General Assembly, the Department
31 shall establish an RSDS public education and outreach program.
32 The Department shall develop written materials and Internet

1 resources concerning RSDS and shall make those materials and
2 resources available through State and local departments of
3 public health, and through hospitals, clinics, and other health
4 care providers. The written materials and Internet resources
5 shall include information about the following:
6         (1) the cause and nature of RSDS;
7         (2) risk factors for RSDS, including, but not limited
8     to, lifestyle, heredity, and drug interactions;
9         (3) medical and surgical treatment options for RSDS,
10     including experimental and established drug therapies, and
11     the benefits and risks of those options;
12         (4) the availability of RSDS support services in the
13     community; and
14         (5) factors or elements that might mitigate the effects
15     of RSDS.
16     (c) The Department shall coordinate, promote, and offer
17 professional education programs for health care providers and
18 health-related community-based organizations concerning the
19 following:
20         (1) the cause and nature of RSDS;
21         (2) research findings related to RSDS;
22         (3) risk factors for RSDS, including, but not limited
23     to, lifestyle, heredity, and drug interactions;
24         (4) diagnostic procedures and appropriate indications
25     for their use;
26         (5) medical and surgical treatment options, including
27     experimental and established drug therapies, and the risks
28     and benefits of those options; and
29         (6) the availability of RSDS support services in the
30     community.
31     (d) The Director shall accept and expend any grants,
32 awards, or other funds or appropriations made available for the
33 purposes of the education and outreach program created by this
34 Section.
 
35     Section 99. Effective date. This Act takes effect upon
